Obecne wyzwania w zakresie bezpieczeństwa i obronności, nowy rodzaj zimnej wojny, wymagają wzmocnienia gotowości cywilnej w obszarach o krytycznym znaczeniu dla obrony zbiorowej, umożliwiając prowadzenie operacji i mobilność wojskową. W artykule przeanalizowano podejście Sojuszu do zagrożeń dla bezpieczeństwa i obronności, w tym do przeciwdziałania zagrożeniom hybrydowym. Przedstawiono decyzje NATO o wzmocnieniu wschodniej flanki sojuszniczej. Siły sojusznicze powinny mieć możliwość szybkiego przemieszczania się do i przez terytorium Europy w celu wzmocnienia zagrożonego sojusznika. W związku z tym zwraca się uwagę na przygotowania cywilne i odporność sektora cywilnego dla zapewnienia wsparcia operacji wojskowych. Uwzględnia się w nim ostatnie decyzje podjęte na Szczytach NATO oraz środki mające na celu poprawę mobilności wojskowej. Kluczowe znaczenie ma szeroki zakres zdolności cywilnych i aktywna współpraca między partnerami publicznymi i prywatnymi. Podsumowując, badania pokazują, że wsparcie cywilne jest kluczowym elementem umożliwiającym obronę zbiorową Sojuszu.

The current security and defense challenges, a new type of cold war, requires strengthening civil preparedness in areas that are critical for collective defense, enabling the conduct of operations and military mobility. The article analyses the Alliance’s approach to security and defense threats, including to counter hybrid threats. NATO’s decisions to reinforce the Allies Eastern Flank are presented. Allied forces should be able to move into and across Europe at high speed to reinforce a threatened Ally. Therefore, attention is paid to civil preparedness and civil sector resilience to provide support to military operations. It considers recent summit decisions and measures to improve military mobility. A wide range of civilian capabilities and active cooperation between public and private partners are critical. In conclusion, the research demonstrates that civil support is a critical enabler for the Alliance’s collective defense.

The objective of this paper is to identify, analyze and assess NATO’s and the EU’s responses to hybrid threats targeting Europe, in particular the Baltics, the Visegrád Groupand the Balkancountries. It considers measures, regulations, structures and capabilities of both organizations. The main hypothesis stipulates that strengthening resilience through civil preparedness is the basis of both NATO and EU strategies to counter hybrid threats, and that cybersecurity, strategic communication and military mobility are key areas the two organizations are working on.Is resilient cyberspace critical for our daily life, economy, and national security? Should we enhance strategic communications to prevent disinformation? How to prepare our civil sectors so that they continue providing essential services to population and supporting military operations in a crisis? Europe is facing the greatest security challenges since the end of the Cold War. The seizure of Crimea, destabilization of Eastern Ukraine, disinformation campaigns, cyber-attacks, terrorism, crisis in the Middle East, poverty, and global financial volatility create new challenges and involve Western countries in a hybrid war, fought predominantly on cyber and information fronts with the extensive use of social media. Meanwhile, globalization has made the security environment more demanding, raising an urgent question: How to prepare for a crisis?

After the beginning of the conflict in Ukraine and Russia’s annexation of the Crimean Peninsula, the Czech Republic became fully aware of the threats posed by the Kremlin despite President Zeman has denied the presence of Russian troops in Ukraine and has criticised the EU sanctions against Russia. Czechia belongs to the group of countries through which Russia influences the EU, to gradually and deliberately erode its structures. Russia exerts a strong influence on the Czech Republic by non-military means, including disinformation and propaganda, the activities of secret services, and penetration of its economy and specifically its energy sector. The article aims to answer the question about the role of Russian disinformation and propaganda in the context of Russian influence in the Czech Republic. The role of Russian disinformation and propaganda and how Russia influences Czechia is extensively analysed. The main hypothesis is that Russia treats the Czech Republic as a key state for espionage and disinformation activities and as a zone of influence, undermining the sovereignty of the Czech Republic and the role of NATO and the EU.

Russia’s intervention in Syria in 2015 marked the Russian Federation (RF) return as a key player in the Middle East and North Africa. In this context, the relations between Russia and the UAE are of utmost importance for both entities, for the region, and globally. This article seeks to fill a gap in scholarly knowledge by answering questions about the nature of the emerging cooperation between Russia and the UAE. How Russia seeks to use the UAE to expand its sphere of influence in the MENA region and how the UAE uses this cooperation to achieve its foreign policy goals. The article applies protocooperation (an analogy to the ecological relationship) as a model for the Russia-UAE partnership. The RF is strengthening its position in the MENA regarding the UAE as a key partner for regaining its political, economic, and military influence in the MENA region. Russia-UAE’s partnership aims at achieving conjunctural geopolitical interests benefiting from diminished Western, mainly the US, presence in the region.
