The article is devoted to the problems of media competence as a part of professional training of the specialists in the context of innovative education. The author reveals the phenomenon of media competence as an integrative personality, which manifests itself in the ability to choose, use, critically analyze, evaluate, create and send mediacomponent in various types, forms and genres, analysis of complex processes of functioning of the media in modern society. The author separately highlights the problem of the combination of the personal motives, skills, knowledge, abilities that contribute to the selection and use of critical analysis and evaluation, creation and transfer of media components in various forms in today’s dynamic process of innovation education. Post-industrial society confronts the modern system of higher education the number of query: ontological, methodological, axiological, humanistic and others. Given the rapid changes in the development of science, the education system is in deep crisis from which the majority of scholars sees in its innovative development, in which the achievements of modern science and technology become the subject field of the development of education in general, acquiring the status of a strategic resource in the development of society. Especially it concerns the sphere of hi-tech technologies of information (media, multimedia, telecommunication and others), because the use of the latest in education is the main priority due to the processes of globalization, integration, internationalization of the latter. The purpose of this article is to analyze media competence as a part of professional training of the specialists in the context of innovative education. Theoretical-methodological basis of the study constitute the fundamental provisions of the dialectic of the subjective and objective, historical and logical methods of knowledge, the principles interpenetration, the system and information approaches, synergetics and evolutionary epistemology. The methodological basis of the research methodology are post-non-classical science, methodological pluralism; bridging the gap between the object and subject of cognition. The new paradigm of higher education helps to identify the sources and mechanisms of the dynamics of multidimensional socio-cultural systems, in particular for innovative education. The authors has widely used the methods of comparison and contrast different views; simulation methods; systematic structural analysis; a thought experiment; deductive method; the method of ascent from the abstract to the concrete.

The article is devoted to the problem of the network designing as a technology of forming innovative educational activity of higher educational establishment. The special accent in the article is done on the analysis of the network designing as to the method of activity sent to development of cognitive-communicative co-operation in local computer networks and global network the Internet and interactive network projects, which give the additional possibilities for the design of educational-informative environment, the exchange of information, but there are certain methods of communication, which assist innovative educational activity in higher educational establishment. Modern informative society as sociocultural reality shows by itself the dynamic state of forming, becoming, transition from industrial to the postindustrial stage development on a new civilization standard, declaring the symbol of the triumph of knowledge, education, science, high-tech in all spheres of vital functions of man. Informatization of public life, especially with appearance and wide introduction of networks and network technologies, development of innovative economy, with the attribute prevailing of scientific knowledge, prevailing of knowledge above property in foreshortening of social differentiation result in a volume, these innovations have become the strategic factor of the development of world civilization. Informative activity, new knowledge and the newest technologies have come forward as leading resources of the development of the society of any state, including Ukraine. As a necessary condition of modernization of educational continuum development and introduction of new directions of pedagogics and philosophy of education come forward in our state, oriented to forming of innovative activity of tutors and construction of practice of innovative education. The author comes to the conclusion that passing to the new educational project-converting paradigm in a considerable measure actualizes the meaningfulness of full-practice researches, related in the first turn to planning of innovative activity of the participants of educational process as a leading factor of the development of home education within the framework of European and world educational space. The above-mentioned processes generate queries in relation to creation of new and perfection of existent technologies forming an innovative educational activity, among which it follows to distinguish the multimedia and network planning.

The article is devoted to the peculiarities of functioning of the innovation society as an object of social-philosophical cognition. Special attention is paid to the research of the problem of the innovation system, which is the distinctive feature and innovative society. The article presents the fundamental elements of the research process for the development of innovative society, the processes of renewal and the functions of the innovation society. Special attention is paid to the development of the priorities of education in innovative society and the рrolegomena of open education. In summary, the author makes a conclusion about the prospects for the development of innovative society, its socio-philosophical conceptualization. In modern terms as the direct object of the socio-philosophical cognition is implemented on a global scale innovative model of society and an innovative model of a person (personality). Innovation society as an object of social-philosophical cognition is characterized by several features. At the present stage this is primarily due to such factors as innovation, which can be defined as the target change in the structure or functionality of a particular type. Innovation is understood as the successful application of ideas to solve the existing problems, as well as opening up new opportunities, providing knowledge, creative thinking, ingenuity and dedication. Innovation can enhance the level of structural organization and make changes in the processes of the functioning of society, and in the presence of a crisis affect its state of extreme insecurity. Innovations are powerful and effective lever of the development and self-development of society and its individual sectors. The production and use of innovations and the availability of permanent social mechanisms of reproduction of innovation opportunities is provided by the innovation process. It is a dynamic and positive view of the interaction between the innovator with the external environment as a result of a meaningful purposeful change of a condition of practical activities through the application of new, or previously not used in this branch of knowledge. Innovative society is one of the distinguishing features of the developed countries in the world which consists of the formation of economic systems, knowledge-based, where the sources of competitive privileges are not resources and cheap labor, and information and ideas. The innovative type of the development is based on the creative use of information, which allows to generate new knowledge in the future to embody it in a variety of public goods.

The article considers the methodological foundations and problems of the organization of educational and scientific innovation environment as a system-forming factor of innovation. The author gives the structure of educational and scientific innovation environment of the modern institution of education, which is designed as a classic and innovative generative version. Special attention is paid to the analysis of structural and functional components of the educational and scientific innovation environment that is a form of organization and the ways of doing a model of the cognitive activity of the student in professional and socio-cultural contexts in which they create new knowledge or it is a technical upgrade, and the corresponding part of the knower of the complex personality acquires the properties of innovativeness. The structure of educational and scientific environment today is largely determined by innovative development strategy of the company. Universities are trying to obtain maximum benefit from innovation and contribute to its growth, and to provide training for the students at a level that exceeds the general level of the labour market. Accounting in the economic role of education needs of high-tech companies and business leads to the formation of common contractual grounds for innovative responsible agents of society, through the convergence of their corporate policy. Among the goals pursued by the organization of such partnerships is the creation of efficient systems of knowledge sharing, access enterprises research and development, intensification of investment in technology research, engineering and commercialization of knowledge, the development of new markets based on technological advances, the development of new research facilities, including for corporations. The establishment of a close partnership between universities, technology companies, research institutes and venture business is based on the model of open innovation. In this case the campaign relies not only on its own internal development, but also actively involves innovation and competence of the external environment.
