The basic objective of the self-government of a region is to create economic development that leads to the region’s civilizational development. The basic tasks of this self-government, set out in Article 11 of the Act on Regional Self-Government (Polish: usw) are considered its own tasks and are considered public utility in nature. The self-government of a region is then allowed to use various legal instruments to realise these tasks, including commercial law capital companies, especially limited liability companies and public companies which can take the form of regional development agencies, regional guarantee funds and regional loan funds.
