The authors investigated a level of the implementation of Act of 24 April 2014 amending particular acts due to standardization of specific document patterns in administrative procedures. The new legal provisions, which have effected for almost 14 months, enabled the introduction of uniform, nationwide, electronic documents templates in various administrative procedures. Electronic templates of application forms were implemented to facilitate and speed up running business in Poland. The authors analyzed the number of documents templates which were published in central repository of document templates. They investigated whether the publishing of document template influenced the possibility of completion administrative procedure electronically. The goal of the analyzed legislation was to simplify the legal environment and to facilitate running business, making templates of form applications electronically available. The results of the conducted research unequivocally indicated that this goal was only slightly achieved (only 19% of procedures mentioned in the Act is available electronically). Moreover, the authors deeply analyzed the legal acts, including the Act of 17 February 2005 on the Computerization of Activities of Entities Performing Public Tasks, in order to present a wider approach to standardization of documents templates.

In the article various aspects of European court proceedings have been discussed, including legal context and research results with regard to the surveys which were conducted among Polish entrepreneurs. The discussion of the results was divided into three points dedicated to the entrepreneurs who cooperated with international counterpart, entrepreneurs who didn’t cooperate with international counterpart and both of these two groups. The main goal of indicated research was defi ning the level of knowledge of Polish entrepreneurs in cross-border court proceedings.

The growing number of the EU regulations imposes additional administrative burdens on Polish entrepreneurs. However, in Poland no thorough analyses concerning the costs of the burdens resulting from the implementation of such regulations are conducted. Moreover, during the law-making process the benefits of implementing e-services are not assessed either. The aim of the conducted research was to develop a method permitting the assessment of implementing e-services in the course of law-making. The proposed method is based on the process analysis supported by BPMN. The method permits to precisely assess the benefits of digitalization of public services following from the EU regulations, due to application of modeling and simulation analysis, which allows for comparing different versions of implementation of the EU regulations. Presented method has been used in the process of applying for the European account preservation order. The research conducted has proved that digitalization of the order permits the duration of a process to be cut by more than a half compared to traditional (paper) way of completing the procedure. Moreover, it was confirmed that completing procedures electronically is less expensive than traditional way of proceeding. Application of the proposed method allowed for collecting the precise data, which enabled the comparison of the costs of burdens in different variants of EU regulations implementation.
