W europejskiej przestrzeni gospodarczej pojawiło się wiele działań, które w znacznym stopniu wpływają na możliwość realizacji zadań transportowych przez firmy z innych państw. Działania te nie tylko zmierzają do zmiany istniejących dotąd założeń, zawartych chociażby w polityce transportowej UE, ale w wielu wypadkach stoją w jawnej sprzeczności z art. 56 i art. 58 Traktatu o Funkcjonowaniu Unii Europejskiej naruszając zasadę swobody świadczenia usług. Należą do nich Ustawy Mi-LoG (Niemcy) oraz Loi Macron (Francja) jak i nowa ustawa Austriacka, które wprowadzają nie tylko płacę minimalną, ale też wiele niewspółmiernych obciążeń administracyjnych pod pretekstem walki z dumpingiem socjalnym. Pojawianie się tych dokumentów, jak i podejmowanie innych działań takich jak chociażby podpisany w tym roku „Sojusz Drogowy” przy braku jednoznacznej ich interpretacji i zapisów, generują wiele nowych przesłanek, które zmieniają warunki funkcjonowania transportu drogowego w obecnej dobie. Wymagają również wielu racjonalnych zmian w strategii funkcjonowania firm transportowych. Powyższe uwarunkowania i problemy stały się przedmiotem naukowego zainteresowania zespołu naukowego Instytut Logistyki WSB we Wrocławiu. Przeprowadzono badania, których celem była identyfikacja skutków nowych uwarunkowań funkcjonowania transportu jak i analiza możliwych działań i rozważań powstałych problemów, kierunków zmian w funkcjonowaniu firm transportowych. Zespół badawczy wykorzystując metody jakościowe i ilościowe przeprowadził badania, których wyniki zostały zaprezentowane w artykule.

In the European economic space there have been a number of activities that significantly affect the ability to undertake the transportation tasks by companies from other countries. These activities not only aim to change the existing assumptions contained, for ex ample, in EU transport policy, but in many cases are directly contrary to Article 56 and Article 58 of the Treaty on the Functioning of the European Union and are affecting the principle of freedom to provide services. They include the Acts MiLoG (Germany) and Loi Macron (France), as well as the new Austrian Act, which impose not only minimal wage but also substantial amount of disproportionate administrative burden on the pretext of combating social dumping. The appearance of these documents, as well as other activities such as signed this year "Road Alliance" together with the lack of their clear interpretation and records, generate a lot of new premises that change the conditions for road transport in the current era. They also require many reasonable changes in the strategies of functioning of transport companies.

Na charakterze współczesnej gospodarki, w tym logistyki, największe piętno odcisnęły procesy globalizacyjne. W odpowiedzi na zachodzące zmiany logistyka (zarówno praktyka, jak i teoria) wypracowała szereg skutecznych i użytecznych reguł działania, które zapewniają prawidłowy przebieg procesów biznesowych, przepływ dóbr oraz wspierają proces podejmowania decyzji w całych łańcuchach (sieciach) logistycznych. Szybkość zmian zachodzących w otoczeniu wymusza na przedsiębiorstwach ciągłe dostosowywanie się, których alternatywą jest przegrywanie na coraz bardziej konkurencyjnym rynku. Coraz bardziej zmienny i bardziej dynamiczny rynek, na którym działają współczesne przedsiębiorstwa sprawia jednak, że skuteczna do tej pory metodologia polegająca na weryfikacji, ewolucji i ciągłym dostosowywaniu jest coraz mniej skuteczna. Pojawiła się potrzeba wprowadzania innowacyjnych rozwiązań, a więc zmian o charakterze rewolucyjnym, a nie ewolucyjnym. Celem prowadzonych rozważań w artykule jest wskazanie podejścia, jak i koncepcji oraz rozwiązań praktycznych ukierunkowanych na wzrost efektywności systemów logistycznych. Przedstawione zostaną zarówno przesłanki powstania, jak i nowe koncepcje oraz rozwiązania odnoszące się do: innowacji w logistyce jak i innowacyjnego podejścia, metody i rozwiązań.

Globalization has influenced contemporary economy including logistics. As a response for those changes logistics theory and practice have developed a number of effective and useful methods, which assure suitable courses of business processes, transfer of goods and support decision making processes in logistics chains. A tempo of changes forced enterprises for standing adjustments because without them they are in danger to loose their positions on more and more competitive market. The factors cause that the changeable and more dynamic market brings about that the existing methodology consists of verification, evolution and adjustment is less and less efficient. Nowadays there is a need of introduction of new innovative solutions; it means revolutionary and not evolutionary changes. An aim of following deliberations is to show approaches, concepts as well sensible solutions in order to increase efficiency of logistics systems. The article presents circumstances of coming into being new concepts, methods and solutions for innovations in logistics, innovative approach. The article is an attempt of a synthetic presentation of water obstacles influence on forces actions. The characteristics of a water obstacle defining its tactical features have been presented. Numerous difficulties and divergencies result from mere stating precisely which of the water obstacle characteristics has an essential impact on forces’ actions. Taking into account the degree of difficulties appearing in case of overcoming a water obstacle, their division criteria have been described. As it results from introductory evaluations, the character of river banks, their slant and the time to cover the water surface connected with the river width and current speed have a great importance. Such a big impact of water obstacles on forces actions results primarily from difficulties to come across even in case when, theoretically a given combat equipment has got sailing (floating) abilities. From the conducted considerations results that the effectiveness of carried out combat actions in water obstacles area will depend on many factors, the most important of which are the following: the degree of armed forces preparation to conduct actions and the ability to take advantage of the terrain features.

Przeobrażeniom i to w coraz szybszym tempie ulega praktycznie cały Świat. Już wstępna analiza wskazuje na postęp techniczny jako zasadniczy czynnik. Nie tylko on sam jest w sobie motorem zmian w wielu dziedzinach życia ale wprowadził również rewolucyjne zmiany w koncepcjach funkcjonowania współczesnej globalnej gospodarki i tym samym logistyki. Pojawiło się wiele nowych koncepcji, prognoz jak i pojedynczych działań a wraz z nimi pytanie o kierunki, zakres jak i tempo przekształceń w logistyce. Jednym z takich nowych rozważań jest niemiecka koncepcja „Rewolucji Przemysłowej-4.0”, której wprowadzenie ze względu na bardzo silne powiązanie gospodarki polskiej i niemieckiej może mieć dla polskiej gospodarki i logistyki bardzo ważne znaczenie. Warto więc przeanalizować założenia tej koncepcji i konsekwencje jej wdrożenia, aby móc nie tylko do tej nowej rzeczywistości się przygotować ale również zaprojektować racjonalny plan działań dostosowujących nasza logistykę do nowych potrzeb i wyzwań. Problemy te zostały przedstawione w poniższym artykule.

Practically the whole world is undergoing changes in an increasingly faster pace. The initial analysis indicates technological advances as a key factor. Not only are they the driving force of change in many areas of life, but they have also introduced revolutionary changes in the concepts of the operation of modern global economy and, at the same time, logistics. There have been a number of new concepts, predictions and the individual actions together with the question about the directions, scope and pace of transformations in logistics. One of such new considerations is the German concept of "Industry-4.0", whose introduction may have a huge importance for Polish logistics and other branches due to very strong links between German and Polish economies. Therefore, it is worth examining the assumptions of this concept and the consequences of its implementation in order not only to prepare to this new reality, but also take rational measures to adjust our logistics to the new needs and challenges. These issues were presented in the article.

Współczesne uwarunkowania funkcjonowania logistyki wymuszają konieczność nowego spojrzenia na wiele działań i operacji logistycznych.. Stałym elementem działalności logistycznej stało się badanie i prognozowanie zmian. Ocena obecnych jak i perspektywicznych warunków funkcjonowania logistyki pozwala na wskazanie pewnych kierunków i obszarów zmian, które będą warunkować jej funkcjonowanie w drugiej i kolejnych dekadach XXI wieku. Coraz bardziej zmienny i bardziej dynamiczny rynek, na którym działają współczesne firmy logistyczne sprawia, że skuteczna do tej pory metodologia polegająca na weryfikacji, ewolucji i ciągłym dostosowywaniu jest coraz mniej efektywna. Coraz częściej pojawia się potrzeba wprowadzania kompleksowych i innowacyjnych rozwiązań wyprzedzających nie jako czas działań, bowiem świat zmienia się bardzo szybko, to co jest efektywne dzisiaj nie zawsze będzie adekwatnym i dobrym rozwiązaniem jutro. Prognozowanie rozwoju logistyki wymaga nie tylko dostrzeżenia nowych uwarunkowań i nowych wyzwań dla logistyki, ale ich wieloaspektowej analizy, zrozumienia wzajemnych realizacji i oddziaływania. Jakie będą najistotniejsze uwarunkowania tych koncepcji i kierunki ewolucji – trudno jednoznacznie określić - warto jednak zwrócić uwagę na kilka z nich.

Contemporary conditions of the functioning of the logistics, force need of a new look at the many activities and logistics operations. Constant element of logistics has become the study and forecasting changes. Evaluation of current as well as future circumstances of logistics function allows to predict some areas and directions of the changes, which will influence fulfilling of the logistics tasks in the 2nd and subsequent decades of the 21st century The market, in which modern logistics companies operate, is more and more volatile and dynamic, and makes the existing methodology of verification, evolution and continuous adjusting less and less effective. There is an emerging need to implement comprehensive and innovative solutions. The contemporary world is changing so rapidly that the solutions which are effective today may not be adequate for tomorrow’s conditions. Forecasting the development of logistics requires not only noticing the new circumstances and new challenges for logistics, but also multiple analysis and understanding mutual implementation and interaction. It is difficult to explicitly determine what the most important determinants of these concepts and directions of evolution will be, however, a few of them are worth paying attention to.

The article is an attempt to answer the question on the role of urban area in contemporary battlefield. Characterising urban areas briefly preceded the considerations. The author stresses that in contemporary air-land operations carried out with strong fire - electronic actions the success may be achieved by the one who will fully take use of existing terrain conditions. The influence of this terrain specific characteristics on conducting combat operations has been presented in the second part of the article. Also the influence of atmospheric conditions in this environment on the troops’ actions has been discussed. Conclusions enabling taking an appropriate decision how to use a particular terrain for conducting warfare have been drawn. It results from these considerations that the urban area has a tremendous influence on the battle results. Its importance is often greater than any other physical factor (e.g. weapons, equipment, logistics). Numerous research programmes carried out in many armies of the world underline the significance of this problem.

The article attempts to answer the question what is the role of terrain on a contemporary battlefield. The conducted considerations have been preceded by a short characteristic of contemporary and hypothetical combat operations. The author stresses that in contemporary air-land operations carried out with strong fire-electronic actions. The success is achieved only the one who uses the terrain conditions in a full and appropriate way. There have been presented terrain components, tactical characteristics and their influence upon conducting combat operations. There has been also stressed the necessity to use widely the computer information systems in the terrain data collection process, their transformation and sending out with an appropriate speed and precision. This enables to take a correct decision. There is still a necessity to conduct terrain studies and to improve commanding staff to use the terrain effectively. Hypothetical combat operations will be carried out, first of all, on the territory of our country. This is an advantage which we cannot waste.

Inteligentne urządzenia mogą nawet zastąpić ludzi w wykonywaniu najbardziej niebezpiecznych czynności, w wypadkach pożarów lub skażenia powierzchni składowych czy przeładunkowych. Niniejszy artykuł przedstawia obecne jak i przyszłościowe możliwości zastosowania zaawansowanych konstrukcji technicznych w logistyce bezpieczeństwa, transporcie czy też do walki ze skutkami klęsk żywiołowych. W poniższym artykule autor prezentują możliwości transferu technologii opracowanych na potrzeby wojska do zastosowań logistycznych.

The technological progress we can observe nowadays, especially in fields such as IT, telematics, enables the development of modern technological solutions that are used in various fields, including logistics. Not only the high-tech robots and machines "equipped" with the artificial intelligence can support the human's activity, but they can even replace the man in many fields of his activity, for example, in controlling, wares identification and management, the security of warehouses, critical infrastructure or the ways of transport. Intelligent devices can replace people even in the most dangerous activities, in case of fire or contamination of the storage or trans-shipment areas. The present document introduces current and future possibilities of the usage of the advanced technical constructions in safety logistics, transport or in the fight against the results of natural distasters. In the article, the author presents the possibilities of transferring the technologies developed for the military to the logistical usage.

The rate of change occurring in the environment forces companies to continuous adaptation, to which losing in an increasingly competitive market is only one alternative. The aim the article is to identify the role and importance of innovation in the implementation of contemporary and future logistic tasks.

A significant increase of the importance of fighting in specific battlefield environments brought out the necessity to adapt the concept of fighting in air – land dimension to these conditions. Their specific character and resulting difficulties have often required working out entirely new developments ensuring high effectiveness of these actions. Novodays at constantly increasing battlefield dynamism that shows mainly in widely applied manoeuvre in all possible dimensions, the air – land operations play a vital role. In difficult terrain conditions, white conducting operations in many, often isolated directions, in fast changing situations, only strictly co-ordinated land and air operations allow to achieve measurable results ensuring rapid use of favourable conditions and to develop and gain success.

Introducing NATO command procedures to our army has forced many changes in theory and practice of conducting military operations. One of the basic problems which has been verified recently is the evaluation of the terrain and weather conditions and in the same way the principles to carry out actions in specific conditions. The article presents the way of conducting military operations in conditions of limited visibility: at night and in fog. Technical devices functioning has been analysed (such as night vision system, thermal imagers, radars) and illuminating devices used to weaken the negative influence of limited visibility conditions have been dealt with. Then the duties of staffs and commanders in night actions and also the problems of camouflage have been discussed. The ways of night attacks and organisation of defence actions in limited visibility conditions have also been presented.

Today’s market and customer expectations are changing so fast that numerous solutions and logistic concepts are becoming obsolete or require radical changes. These changes largely result from digital transformation, which creates a new business reality, generating access to digital tools and services in any place, at any time and scope. Owing to digital transformation it is possible to apply technology which ensures visibility throughout the supply chain, realtime response, implementation of modern E2E concepts, and primarily solutions that will allow to effectively meet the expectations of the modern customer. In this respect, it could be useful to consider the place of telematics in meeting these requirements and expectations. The assumed increase in effectiveness of activities, real-time data exchange and automation of many processes without the broad implementation of telematics considerations seems impossible. Thus, the question arises not only about the role and importance of telematics, but also about the scope and areas of implantation of telematics solutions into the functioning of modern supply chain referred to as “RealTime-End-to-End-Visibility”. The article attempts to identify and comprehensively approach the factors determining the emergence of such solutions. The objective of the study is also to indicate trends and directions of changes in the implementation of the latest telematics solutions on the example of selected companies in Lower Silesia.
