1 stycznia 1999 roku rozpoczął się trzeci, ostatni, etap realizacji unii gospodarczej i walutowej w Unii Europejskiej. Droga do osiągnięcia takiego etapu była długa i wy-magała podjęcia dużych starań ze strony państw, członków Unii. Wraz z początkiem trzeciego etapu wprowadzono również wspólną walutę - EURO. Stanie się ona zapewne drugą, a z biegiem czasu może i pierwszą (obok dolara) walutą rezerwową świata. Na pewno jest pierwszą walutą w historii, za którą stoi i którą emituje nie państwo, ale unia państw.

On 1st January the third, last stage of the execution of the economic and monetary union in the European Union began. The way to achieve this stage was long and recquired many effors on the Union's member's side. Along with the beginning of the third stage a cammon currency - EURO was introduced. Undonbtedly it will become yhe second, and with time, possibly the first (except a dollar) reserve currency in the world. Surely, it is the first currency in the history which is issued by the state, not the Union.

Polityka celna wpływa na rozwój całej gospodarki bowiem, obok zasadniczych funkcji fiskalnych, wspomaga również inne elementy i sfery polityki gospodarczej państwa. Na kształt polskiej polityki celnej duży wpływ mają porozumienia zawarte z EFTA, CEFTA i WTO. W ostatnich latach zdominowały ją porozumienia zawarte z krajami Unii Europejskiej - związane jest to z wymaganiami naszego członkostwa w Unii. Jednym z unijnych wymogów w stosunku do naszego kraju jest dostosowanie polskiej polityki celnej do polityki celnej krajów Unii Europejskiej. Polska w przyszłości będzie bowiem tworzyć z nimi unię celną, a obecnie dąży do utworzenia strefy wolnego handlu. Polityka celna zmierza więc do stopniowego ograniczenia roli ceł jako instrumentu polityki gospodarczej, aż do całkowitego ich zniesienia w roku 2002 w stosunkach gospodarczych ze Wspólnotami Europejskimi i państwami stronami porozumień w wolnym handlu.

Customs policy influences the development of a whole economy as, beside fundamental fiscal functions, it also aids other components and spheres of the economic policy in the country. Agreements reached with EFTA, CEFTA and WTO have also a significant influence on the shape of the Polish customs policy. In recent years our politics has been dominated by agreements reached with the EU countries. It is connected with the requirements of our membership in the EU, one of which is the conformance of the Polish customs policy to the customs policies of EU countries. Poland in the future will create a customs union with them. Customs policy is heading towards a gradual restriction of the role of customs as the economic policy to its complete abolition in the year 2002 in economic relationships with the EU and countries parties of free trade agreements.

The article presents an integrated management system applied at Polish Security Printing Works S. A. (PWPW). The system comprises the following interrelated sub-systems: strategic management, systems based on ISO 9001, ISO 14001, PN 18001, AQAP 2110 and SA 8000 standards, budgeting, and 5S. The system functioning was appreciated by external experts who awarded PWPW with the Polish Quality Prize.
