This essay describes the inner working of Polish institutions involved in public diplomacy, which by definition is implemented by the Ministry of Foreign Affairs. The study examines the evolving legal framework within which the Adam Mickiewicz Institute is functioning as part of the Ministry of Culture and National Heritage, and sheds light on the institutional tensions between the actors pursuing Polish cultural diplomacy.
