The aim of the article is to present the key issues related to the legal empowerment and activities of the commission examining applications for agreement to the employment of persons holding public functions. The analysis covers both institutional and legal conditions, as well as historical ones. Quantitative data on the commission's activities in 2005-2020 were also presented. The article presents the activities of the anti-corruption commission and formulates key legislative demands for the future. There is no doubt that the regulations from twenty years ago require adaptation to the changing reality. The article also presents the key positions of the judicature relating to the activities of the commission. The reason for this was, among others a judgment of the Provincial Administrative Court in Warsaw fundamentally challenging the current view of the way in which the applications are processed by the committee.

Autorzy artykułu prezentują wyniki badania „Implementacja norm, wartości i procedur służby cywilnej w jednostkach samorządu terytorialnego w Polsce”. Badanie zostało przeprowadzone w ramach projektu „Systemowe wsparcie procesów zarządzania w JST”, realizowanego przez Ministerstwo Administracji i Cyfryzacji we współpracy z Małopolską Szkołą Administracji Publicznej Uniwersytetu Ekonomicznego w Krakowie, Uniwersytetem Łódzkim oraz Uniwersytetem Warmińsko-Mazurskim w Olsztynie. Zasadniczym celem badania było poznanie opinii decydentów politycznych szczebla samorządowego na temat możliwości wdrożenia instytucji samorządowej służby cywilnej w Polsce. W opracowaniu przedstawiono wybrane zagadnienia odnoszące się do faktów i mitów dotyczących możliwości ustanowienia samorządowej służby cywilnej w Polsce.

The authors present the results of the study “Implementation of norms, values and procedures of the civil service in local government units in Poland”. The examination was conducted as a part of the project “Management processes support systems in local government units”, carried out by the Ministry of Administration and Digitization of Poland, in collaboration with the Małopolska School of Public Administration – Cracow University of Economics, the University of Lódź, and the University of Warmia and Mazury in Olsztyn. The primary objective of the study was to gain information on local government policy makers’ opinion regarding the possibility of implementing the civil service institution within local government bodies. The study presents selected issues referring to facts and myths concerning the possibility of establishing local government civil service in Poland.
