W artykule zostało opisane jak zmieniał się udział Polski w budowanie bezpieczeństwa w rejonie Bliskiego Wschodu. Zostało to ukazane na podstawie konfliktów i wynikających z nich misji prowadzonych w tym regionie. Artykuł przywołuje następujące operacje: UNEF II, UNDOF, UNIKOM, UNIIMOG, „Iraqi Freedom” i NTM – Iraq. Na podstawie uczestnictwa w tych misjach widać, że działania Polaków na Bliskim Wschodzie z biegiem lat ewoluowały od zadań inżynieryjnych, logistycznych, medycznych czy obserwacyjnych poprzez działania bojowe i pomoc ludności cywilnej aż do zadań szkoleniowych i doradczych. Oczywiście wszystkie te działania Wojska Polskiego zmierzały do stabilizacji i zbudowania bezpieczeństwa na Bliskim Wschodzie.

The article features the changes in Poland’s engagement in security building in the Midddle East which are presented basing on conflicts and resulting from them missions carried out in this region. The article presents the following operations: UNEF II, UNDOF, UNIKOM, UNIIMOG, „Iraqi Freedom” and NTM – Iraq. The engagement in these missions shows that Poles’ operations in the Middle East have evolved in the course of years from engineering, logistic, medical or observation tasks to combat opera-tions and providing assistance for civilian population and finally to training and advisory tasks. Obviously, all these tasks of the Polish Armed Forces aimed to stabilize and build security in the Middle East.

Charakter działań Wojska Polskiego w misjach zagranicznych ewoluował na przestrzeni lat. Zmiana charakteru misji i prowadzonych działań potęgowała niebezpieczeństwo utraty zdrowia a nawet życia przez żołnierzy. Powinnością państwa stało się zapewnienie im poczucia bezpieczeństwa i stabilności, również w razie wypadku. W Polsce dopiero powstaje system opieki, za pomocą, którego państwo polskie stara się zapewnić żołnierzom powracającym z misji pomoc materialną oraz opiekę medyczną. Artykuł przedstawia ocenę dotychczasowego funkcjonowania systemu opieki nad żołnierzami polskich kontyngentów wojskowych i ich rodzin. Identyfikacji i diagnozy omawianego systemu dokonano na podstawie opinii żołnierzy i ekspertów, którzy zostali poddani badaniom sondażowym, a mianowicie kwestionariuszowi ankiety i wywiadu eksperckiego. W treści artykułu zawarto również sugestie dotyczące kierunków zmian systemu w celu usprawnienia jego działania.

The character of the Polish Armed Forces’ operations in foreign missions has been evolving over the years. The changes of character of the missions and conducted operations have been multiplying the danger of the soldiers’ loss of health or even life. Therefore, it is the state’s obligation to ensure them the feeling of security and stability also in case of an acci-dent. The system of care in which the Polish state tries to provide material help and medical assistance to soldiers returning from missions is only just emerging In Poland. The article presents the current system of care for Polish military contingents’ soldiers and their families. The identification and diagnosis of the system under consideration has been made using soldiers’ and experts’ opinions who have been surveyed through questionaires and expert interviews. The content of the article also suggests trends of the system change in order to improve its functioning.

Wskutek charakteru współczesnych konfliktów zbrojnych i prowadzonych w ich wyniku operacji powstał „problem” nowej grupy społecznej, której zwyczajowo nadano mia-no „weteranów”. Zasadną powinnością państw stało się zapewnienie pomocy powracającym z uszczerbkiem na zdrowiu psychicznym i fizycznym żołnierzom oraz ich rodzinom. Wpro-wadzenie Ustawy z dnia 19 sierpnia 2011 r. o weteranach działań poza granicami państwa zapoczątkowało możliwość budowy systemu opieki nad weteranami w Polsce. Dążąc do stworzenia odpowiedniego systemu opieki zasadne jest przeanalizowanie tego, jak inne kraje rozwiązały ten problem. Stąd też celem poznawczym niniejszej publikacji jest identyfikacja i eksplanacja założeń funkcjonowania systemu opieki nad weteranami na przykładzie Republi-ki Estońskiej. Ponadto, mając na uwadze cel utylitarny – wykorzystanie założeń estońskiego systemu opieki do określenia podstawy zmian jakości funkcjonowania systemu opieki nad weteranami w Polsce –przeprowadzona została analiza SWOT omawianego systemu.

Due to the nature of contemporary armed conflicts and the resulting operations, the “problem” of the new social group, which has traditionally been called “veterans”, was born. It was a reasonable duty of the states to provide assistance to injured and wounded (damage to physical and mental health) soldiers returning from military operations abroad and their families. The introduction of the Act of 19 August 2011 on Foreign Mission Veterans has initiated the possibility of building a system of care for veterans in Poland. As it is strived to create the right care system, it is important to analyze, how other countries have solved this problem. Therefore, the cognitive goal of this publication is the identification and explanation of the assumptions of the functioning of the veteran care system in the Republic of Estonia.

Through the participation of soldiers and officers in missions and operations abroad, Poland is actively involved in shaping the international security. The biggest formation, outside the Armed Forces, which takes part in missions abroad is the Police. Since 1992, Polish policemen have been taking part in missions under the auspices of the UN, the OSCE and the EU. The purpose of this article is to shed light on the participation of Polish police officers in missions abroad and to identify their contribution to the efforts to build international peace based on the experiences of the missions in Liberia, Afghanistan, Kosovo and Georgia.

Obecne operacje to zintegrowane przedsięwzięcia, podczas których realizowane są cele militarne i niemilitarne. Ze względu na fakt, że każda operacja prowadzi do kontaktu pomiędzy wojskiem a ludnością cywilną, wśród zadań niemilitarnych kluczowe znaczenie mają działania związane z odbudową państwa po konflikcie zbrojnym. Nie jest zatem możliwe efektywne osiąganie celów operacji tylko przez siły zbrojne, których możliwości w tym zakresie okazują się niewystarczające. Zarówno organizacje cywilne, jak i siły zbrojne bez odpowiedniego współdziałania nie są w stanie rozdzielnie osiągnąć pożądany stanu końcowego operacji. Zatem skutkuje to coraz powszechniejszą współpracą wojska ze środowiskiem cywilnym. W artykule przedstawiono rolę i znaczenie współpracy cywilno-wojskowej we współczesnych operacjach. Ukazano, że warunkiem zakończenia współczesnych konfliktów są działania cywilno-wojskowe, których istotą jest pozyskanie woli danego narodu do powodowania pozytywnych zmian. Wiodąca rola CIMIC w realizacji celów operacji została przybliżona na przykładzie operacji prowadzonych w Bośni i Hercegowinie oraz w Afganistanie.

Current operations combine integrated undertakings during which both military and non-military tasks are performed. Due to the fact that each operation leads to a contact between the military and civilian population, non-military tasks include actions aimed at rebuilding the country after a military conflict and they are extremely important. Thus it is not possible to achieve effectively the aims of operations only using armed forces whose abilities are not satisfactory in this respect. Neither civilian organizations nor armed forces are able to accomplish the desired final state of operation single-handedly. This results in more and more common military cooperation with the civilian environment. The article features the role and importance of civil military cooperation in contemporary operations. It is stressed that civil military operations based on the will of a given country to introduce positive changes are the precondition of ending contemporary conflicts. CIMIC leading role to pursue the goals of operation is presented on the example of operations conducted in Bosnia-Herzegovina and Afghanistan.

Due to the nature of contemporary armed conflicts and the resulting operations, the "problem" of a new social group, traditionally called veter- ans, was born. It was a reasonable duty of the states to provide assistance to injured and wounded soldiers (damage to physical and mental health), returning from military operations abroad, and to their families. As Poland strives to create the proper care system, it is important to analyse how other countries have solved this problem. The passing of the Act of 19 Aug 2011 on Foreign Mission Veterans has created the possibility of building a system of care for veterans in Poland. The purpose of this paper is to identify and explain the assumptions underlying the system of care for veterans in the United States. Moreover, the author has carried out a SWOT (strengths, weaknesses, opportunities, threats) analysis of the discussed system.

The purpose of this article is to demonstrate and justify the need to conduct research of the Polish care system for overseas operations’ veterans and their families. The problem situation has been presented and on its basis the aim of the research, as well as main and particular research problems have been formulated, what consequently led to the creation of working hypothesis. The concept of the research described in the article will be the basis for further scientific penetration of the assumptions of the system mentioned in the title.

The aim of the article is to identify and characterize selected social aspects of the Polish Armed Forces’ operations and missions overseas. In this part of the publication, the author presents three related and mutually affecting each other aspects, firstly concerning the consequences of the soldiers’ operation within a military base understood as a total institution, secondly, threats to soldiers’ personal safety and finally disturbances in the functioning of the soldiers’ families resulting from their service overseas. As the topic has not been exhausted, its three other aspects will be discussed in the second part of the article.

The aim of the article is to identify and characterize selected social aspects of activities carried out by the Polish Armed Forces in missions and operations overseas. In Part 2, the author presented three aspects describing legal status of mission participants, Polish society’s dual perception of the Polish Military’s participation in missions and operations overseas and at home. Moreover, the correlation between international missions and opera-tions and the Polish Armed Forces’ professionalization was discussed.

In recent years, Poland has increased its involvement in missions supporting the countries affected by natural disasters, assisting in rescue and search efforts and in providing humanitarian aid. These tasks are delegated to the rescue groups of the State Fire Service. Poland is most active in the EU, the UN and NATO. The purpose of this paper is to describe the participation of the members of the State Fire Service in rescue, search and rescue, and humanitarian aid missions organized abroad. Furthermore, by describing the State Fire Service and the origins of its missions abroad, as well as the activity of State Fire Service rescue groups in selected countries, the author shows the great significance of the involvement of the State Fire Service in helping the people affected by natural disasters not only in Poland but also abroad.
