Tematem artykułu jest działalność lobbingowa Cuban American National Foundation jako politycznej emanacji diaspory kubańskiej zamieszkującej Stany Zjednoczone. Jej aktywność od początku lat 80. XX w. nakierowana jest na zmianę polityki zagranicznej USA wobec Kuby przez oddziaływanie na Kongres i władzę wykonawczą. CANF w dobie rządów Ronalda Reagana i kolejnych prezydentów, będąc niezwykle istotnym partnerem w ich decyzjach dotyczących nie tylko polityki zagranicznej, ale również wewnętrznej, jest przykładem niezwykłej siły etnicznej grupy interesu.

The topic of this article is lobbying activity of the Cuban American National Foundation as a form of political emancipation of the Cuban diaspora living in the United States. Its activity since the beginning of the 1980s is aimed at changing American foreign policy towards Cuba by influencing the Congress and the executive branch. CANF – as an important partner in decision-making in the era of Ronald Reagan and the following presidents – is an example of unusual power exercised by the ethnic interest group. Not only does this apply to foreign policy, but also to domestic one.

The Cracow districts have the status of auxiliary self-governing units within this city and, generally should be communities of residents living in particular parts of the city, close to them, in which they implement their daily practices. In theer article, the authors, by examining the sense of belonging to the district, undertook to identify its perception by residents and relations between the residents and their auxiliary units, on the example of two such districts this of VIII Dębniki and X Swoszowice. Attitudes of their residents towards self-governing districts were identified on the basis of 1141 questionnaires, obtaining during surveys conducted in 2017. The authors have found relatively weak relations of residents with their auxiliary units, as evidenced by small involvement in initiatives taken for the benefit of this districts. The analysis, however, showed also considerable differences in the detailed assessment of the attitudes of residents at the level of their division according to their age groups, period of the residence, as well as to the type of housing a single-family, multi-family or mixed ones.

The article presents some objectives and results of the European Defense Agency Program on: Improvised Explosive Devices Detection (IEDDET Program). The goal of the article is to describe the work, results and recommendations regarding Unmanned Ground Vehicle (UGV) and Ground Penetrating Radar (GPR) - contributions within the MUSICODE project. Its scope and goals were presented, which are in line with the objectives of the IEDDET Program taking into consideration that the recommendations (for UGV and GPR) are related to the goals, not the results of MUSICODE project. There were described scenarios and the resulting changes in the structure implemented in the UGV - the FLORIAN robot which served as a sensors carrier including Ground Penetrating Radar (GPR). The main focus of the article is to find the answer to the research question: what is an impact of using the GPR to be mounted on the UGV to detect improvised explosive devices (IEDs) on the UGV construction and the GPR results. The structure of this radar was described and examples of tests results were presented. The summary presents recommendations for the construction of an unmanned land platform to carry sensors used in the work carried out in the MUSICODE project and conclusions regarding GPR, resulting from the experiences gained under the IEDDET Program.

This paper describes a synthetic aperture radar system for tactical-level imagery intelligence installed on board an unmanned aerial vehicle. Selected results of its tests are provided. The system contains interchangeable S-band and Ku-band linear frequency-modulated, continuous wave radar sensors that were built within a frame of a research project named WATSAR, conducted by the Military University of Technology and WB Electronics S.A. One of several algorithms of radar image synthesis, implemented in the scope of the project, is described in this paper. The WATSAR system can create online and off-line radar images.
