The article, prepared at the request of an American university institute specializing in Cuban studies, asks what Cuba can learn from the Eastern European transformation when it eventually takes the post-communist path. The author broadens this into the enquiry outlined in the title. There is no universal prescription. The order and speed of tasks and specific methods employed depend on the country's specific situation. It would be a mistake to follow mechanically the path of any other country. However, there are common features in the approach to preparing the transformation programme. The strong political charge in any essential change must not be forgotten. It is illusory to expect tasks to be purely professional and 'politics-free'. The ethical aspects of the changes planned have to be conscientiously considered. The study analyses the experiences with representative democracy, creation of a state of law, privatization, price reform and liberalization, and reform of the welfare state. Finally, something is said about the responsibility of foreign advisers and norms of behaviour applicable to them.

The study first examines the changes in the Central-East European region in the context of world history, using historical comparisons to confirm this was indeed unique, the one total transformation to occur peacefully, non-violently, yet astonishingly fast, and in the main directions of economic and political change in Western civilization. In world-history terms, it was a story of exceptional success. But the picture looks different in terms of daily life. The study pinpoints the serious economic troubles experienced by a considerable proportion of the population. The perception of these losses is intensified by cognitive problems, such as disillusionment following unrealistic expectations, a shift in the reference points for comparison, and confusion around causal analysis of the problems. Basing the analysis on the experience of today's generation, it is unwarranted to talk of unequivocal success. Both approaches are justified; it would be wrong to combine the two and weigh them on the same scales.

In this study published in two parts (see Part I : ibid. Vol. 51. No. 7/8, 608-624.) the authors propose a clarification of the notion of soft budget constraint, which is widely used in analysis of socialist, transitional and market economies alike. The interpretation in the study is broad enough to embrace most existing approaches to soft budget constraint phenomena and provides a classification of the causes and consequences of these. In the light of this, the study goes on to review the theoretical literature on the subject and compare it with work on other dynamic commitment problems in economics.
