In the article on the theoretical aspects of public opinion, the author presents the origins and evolution of this concept. Considerations for defining the public opinion are conducted on the background of one of the most important problems of social science methodology. In this article the author characterizes also the process of shaping public opinion and identifines factors that influence this phenomenon. Considerations concerning the theoretical aspects of the public opinion ends characteristic of its features and functions.
In the article, the author analyses the vital process of structural economic policy in Poland in the period of the system transformation, that is ownership transformations, without which the transformation of the political system after 1989 would not have been possible. The author, describing particular stages of shaping the perception of market economy, characterizes it against the background of the crucial social and political events that took place in Poland during the transformation. The author also refers to the formal and legal aspects of ownership transformations, paying special attention to the basic normative acts which regulated the process of the economical transformation in the years 1990-2012. The reflections concerning the structure and the directions of economic policy in the dimension of ownership transformations are closed with an assessment of the process and indications concerning the directions of its future changes, with special attention paid to such factors as competitiveness and innovativeness of economy, which determine the position of the State on the international arena in the contemporary world.
On 11th March 2020, the World Health Organization (WHO) announced the COVID-19 pandemic, i.e., SARS-CoV-2 coronavirus disease. A few days later, an epidemic emergency was announced in Poland. From the very beginning, it was obvious that the pandemic, apart from the strictly health dimension, would affect a number of aspects of the state's functioning, including the key one – its economy. The purpose of the article is to provide a multidimensional analysis of the impact of the pandemic on the state’s financial status, in particular in relation to the most fundamental economic and social indicators as well as formal and legal solutions, including so-called “anti-crisis shields” (1.0 – 4.0). Finally, analysis of the social perception of the phenomenon (public opinion) in relation to two groups, i.e., entrepreneurs and the general public, also constitutes one of the key elements of the present study.

Taking on the “clone of Milton Friedman” the author undertakes polemics, among others, with the key hypothesis formulated by T. Klementewicz “The capitalist world economy – after three decades of neoliberal globalization of carnival – entered… the stage of stagnation.”.
