The growing impact and relevance of safety and security in tourism can be discerned in the increasingly more substantial foreign and Polish academic literature on the subject. Based on the available publications and enhanced by the author’s individual reflections and tourist experiences, the paper attempts to outline a number of issues selected arbitrarily by the author. The goal of this paper is to attempt to define the various threats posed for the safety and security of tourism in Poland, and to look at the salient problems and dilemmas that may, in the nearest future, become the object of further research and enquiries. Being absorbed by the trip implies that tourists frequently fail to pay enough attention to the dangers that await them. Situations of this sort are, indeed, numerous: some are caused by the people themselves, and the origins of others need to be traced in nature. The role of tourism organisers and travel agencies, as well as tourists themselves, is to strive to make sure that trips made to get some sunshine, bathe in warm water sofexotic seas, and expeditions to the mountains do not turn into a nightmare (Mansfeld 2006). Each type of tourism has its unique specificity that goes with smaller or bigger chances of fortuitous events. It is not just the specific nature of the above types of tourism that can trigger a variety of fortuitous events, but also at the individual stages of consumption of a tourism product (Sanetra&Sanetra-Półgrabi 2018) situations can occur that are caused by factors related to tourist transport, and staying at a given rest spot. Admittedly, the essence of tourism rests on people’s travelling to destinations that pride themselves on outstanding tourist qualities, and that are located beyond the place where tourists reside on a permanent basis. This form of travelling constitutes the basic element of the consumption of tourism. This paper is the fruit of critical literature-based research, and desk research conducted on the subject matter at hand.

Policja, jako najliczniejsza formacja mundurowa w Rzeczypospolitej Polskiej (ponad sto tysięcy funkcjonariuszy) o ściśle zhierarchizowanej strukturze dowodzenia, dbająca o ład wewnętrzny i porządek prawny posiada w zakresie swego działania wiele kompetencji m. in. do zawierania współpracy z podmiotami zewnętrznymi, w tym do współdziałania z organizacjami pozarządowymi NGO (Non Governmental Organisation). Mowa o wszystkich podmiotach, które nie są jednostkami albo organami administracji publicznej oraz których działalność nie jest nastawiona na osiąganie zysku. Charakterystyczną cechą organizacji pozarządowych jest więc brak powiązań z władzą publiczną (często tak tłumaczy się nazwę organizacje pozarządowe). W Polsce pojęcie to definiuje ustawa o działalności pożytku publicznego i o wolontariacie z 2003 roku, która wprowadza rozszerzoną definicję organizacji pozarządowych jako podmiotów prowadzących działalność pożytku publicznego. Artykuł ma na celu przybliżenie tematyki związanej z współdziałaniem Policji z organizacjami pozarządowymi w zakresie realizacji ustawowych zadań, określenie miejsca NGO w systemie zapewnienia bezpieczeństwa, a także wskazanie z tej kooperacji wniosków i możliwych rekomendacji.

The police, as the most numerous uniformed formation in the Republic of Poland (more than one hundred thousand officers) with a strictly hierarchized command structure, caring for internal order and legal order, have many competences in their field of activity, among others to enter into cooperation with external entities, including to cooperation with non-governmental organization). We refer to all subjects that are not entities or public administration bodies and whose activity is not aimed at achieving profit. A characteristic feature of non-governmental organizations is therefore the lack of connections with public authorities (this is often the name of non-governmental organizations). In Poland, this concept is defined by the Act on Public Benefit and Volunteer Work in 2003, which introduces an extended definition of non-governmental organizations as entities carrying out public benefit activities. The article aims are to familiarize the subjects related to the cooperation of the Police with non-governmental organizations in the implementation of statutory tasks, determining the place of NGOs in the system of ensuring security, as well as indicating the conclusions and possible recommendations from this cooperation.

The Police has been entrusted with many competences one of which is the possibility to enter into cooperation with external entities, including non-governmental organizations (NGOs). The term NGO refers to all entities that are not public administration bodies, and whose activity is not aimed at making a profit. A characteristic feature of non-governmental organizations is, as the very name implies, the lack of link to public authorities. In Poland, this notion is defined in the Act on Public Benefit and Volunteer Work of 2003 which introduces an extended definition of non-governmental organizations as entities conducting public benefit activities (ngo.pl, 2018). The purpose of this paper is to bring up the subjects related to the cooperation of the Police and other state bodies with non-governmental organizations in the implementation of statutory tasks related to security and crisis management. The authors determine the place of NGOs in the system of ensuring security, draw conclusions and provide possible recommendations regarding this cooperation.

The Internet, as a social medium has a wide spectrum of applications. In general, the cyberspace serves as a provider of services, a commercial platform and the arena of social networking. On one hand, the Internet offers unlimited possibilities with respect to the access to all sources of information but, on the other hand, it can generate a series of threats to the established social and legal order. The threats may pertain to systems, data security, computer programs, users' privacy and intellectual property. Although the problem is important socially as well as politically, until recently the Polish literature on the subject did not address the issue of counteracting and punishing offences related to electronic data processing widely enough. The motivation behind this paper was recent social discourse on the free flow of information on the Internet and the multiplicity of controversies accompanying this topic.
