Przesłanki, potrzeby i warunki rozwoju współpracy Polski i Białorusi na obszarach przygranicznych wskazują, że powinna ona dotyczyć wielu zagadnień o charakterze politycznym, gospodarczym czy kulturowym i obejmować tereny: aglomeracji białostockiej i grodzieńskiej wraz w Wołkowyskiem, osadnicze i przemysłowe rejony Brześcia i Białej Podlaskiej, przyrodniczo cenne obszary Puszczy Białowieskiej i Kanału Augustowskiego. Autor postuluje opracowanie wspólnych planów dla parków narodowych, przebudowę systemu komunikacyjnego i budowę nowych przejść granicznych.

Frontier areas are frequently inhabited by people of the same nationality, connected by family relations and speaking the same language. This is one of the main assumptions for developing these areas in cooperation of both adjoining countries. This cooperation concerns ecological and economic spheres, as well as social life and culture. It is indispensable to work out common programmes in this scope and to uniform the indices and methods in both planification and realization. In some areas, this cooperation should be particularly intensive, namely in Białystok and Grodno agglomerations together with Wołkowysk, in industrial and settlement areas of Brześć and Biała Podlaska, in Białowieża Primeval Forest and Augustów Canal. This requires a reconstruction of the settlement network and of the transport system, where possibilities of transit traffic should be proporly used. To fulfill this aim, there is also a need for creating new frontier crossings. This cooperation should have an influence on the improvement of demographic relations, among other things, by creation of new workplaces. Creation of the settlement system should be accompanied by selection of development axes, of main and specialized centres and by determination of the scope of basic activities. It is indispensable to adopi an agreed development strategy and io induce the investments which will, in turn, raise the attractiveness of these areas. A great role maybe played by the zones of free trade. The development of water - ways should also be considered, as they could be used for exchange of goods. In frontier areas, there is a need for developing the engineering and technical network, particularly for the use of liquified gas from Belarus and of electric energy from Poland. An important item of the Belarussian-Polish cooperation are the problems related to the protection of resources and landscape which are a basis for development of holiday tourism in these areas. To this role should be adapted the existing centres, as well as historical monuments. Integration of the development of frontier areas depends also upon establishment of proper legal regulations. They should take into account the character of these areas and tend towards liberalization of population movements, of the system of tariffs and of the organization of activities.
