The agricultural land market is being gradually unified in spite of the fact that it still functions in radically different way in two groups of countries. The first one includes 15 old EU member states which acceded to the EU before 2004. The second group comprises the remaining European states which abandoned the system of state and collective management of agricultural land in the 1990s (including 7 new member states which joined the EU after 2004) (Rynek ziemi rolniczej 2006, p. 44). This paper is an attempt to analyse the conditions and criteria for agricultural land acquisition by foreigners in selected countries of the European Union. National statistics concerning the prices of land sale and usufruct lease as well as Eurostat data have been used in this study. The trends in the development of agricultural real property markets, particularly in relation to the prices of land sale and usufruct lease, have been analysed. The agricultural land prices did not undergo significant vaiations in the newly admitted countries before their accession and just after it in 2004. This situation started to change from 2005, when land prices rose significantly in Poland, Latvia, Slovakia and Hungary.

The paper presents the principles of acquisition of real property by foreigners that are different for the citizens of the European Economic Area countries and the other countries. The fragment of the real property market in Poland encompassing transactions in premises that involved foreigners was covered. In the base of the studies conducted for the years 2004-2008 it was established that the interest of foreigners in acquisition of premises in Poland increases.

This paper presents the issues related to the fees paid by entities for exclusion of a forest from production. Forests and forest lands are covered by statutory protection against change in use for purposes other than forest. The government has introduced fees and yearly charges for which the method of computation is included in the Act on Protection of Agricultural and Forest Lands (Act of 3 February 1995 on protection of agricultural and forest lands, Dz.U. of 2004 No. 121, item 1266). The total fees include a one-time fee, yearly charges and compensation for the early felling of standing timber if it has not reached felling age. The problem of valuation of the statutory fee, once-only fee, the year fees, compensation for early felling of standing timber and the problem of possible ecosystem restitution costs are all analysed in this work. The study also aimed at determining the amounts of fees and charges paid by a private entity for exclusion of 1 ha of forest land from production.A case study covering 1 ha of riparian forest excluded from production permanently was used as the method of study. The amounts of fees and charges due for exclusion of the forest from production and the costs of ecosystem restitution were computed. The study showed that the fees and charges imposed by the government do not satisfy the criterion of equivalency according to the principle that "the user pays" because of the omission of the costs of restoring the ecosystem.

Mając na uwadze strategiczne znaczenie współpracy między przedsiębiorstwami na pograniczu polsko-niemieckim na drodze Polski do Unii Europejskiej, autorzy podjęli się określenia korzyści wynikających z lokalizacji i kooperacji przedsiębiorstw w tym regionie. Niniejszy artykuł podsumowuje badania grupy naukowców z Akademii Ekonomicznej i Europejskiego Uniwersytetu Viadrina przeprowadzone w latach 2001–2002 i finansowane ze środków Fundacji Polsko-Niemieckiej. Współpraca transgraniczna nabrała w ostatnich latach szczególnego znaczenia. Taki rozwój sytuacji jest politycznie pożądany i w związku z tym odpowiednio wspierany, między innymi przez środki pomocowe UE, takie jak PHARE CBC oraz INTERREG. Współpraca ta dotyczy szczebla regionalnego, gminnego, różnych instytucji otoczenia biznesu, przedsiębiorstw, uniwersytetów i szkół.
