Widening the scope of the government activity and strengthening its coordination functions requires a selection and applying of appropriate methods and the tools for the action as well as a systematic search for the optimal solutions to ensure the effectiveness of the taken action. Knowledge and ability to improve and widening the range of forms of the local government’s action in the area of the creation of development process creates the conditions for the rationalization of that process from the point of view of the expectations and the socioeconomic conditions. One of the avenues of research is a reference to the experience in the field of logistics management. The implementation of the principles of logistics management with the potential of its use for achieving the desired objectives is essential. In this approach, logistics can be carried out by a specific part of the local development policy and public authorities are the actors in that process. There is therefore the need to integrate a variety of activities and local government effort to stimulate the logistics processes should look for compromise solutions to ensure that the objectives in the field of public service.

Interprovincial Team for the Lower Vistula Cascade, the authors of this project, state that Poland is a country poor in water resources. This situation has been worsening year after year, which is reflected in sinking ground water levels. In recent years water discharges from the Vistula River to the Baltic Sea have been higherthan they should have been under natural conditions. This contributes to further lowering of the ground water levels. The process has to be halted. The most important component of necessary improvement of the water balance at the national level is dam construction and impounding the Vistula River waters. The authors present general principles of a system of impoundments and its advantages as well as the whole concept of the Lower Vistula Cascade.

Autorzy projektu, Międzywojewódzki Zespół ds. Kaskady Dolnej Wisły, piszą, iż Polska jest krajem ubogim w zasoby wodne. Sytuacja ta pogarsza się z roku na rok. Widomym tego objawem jest obniżanie się poziomu wód gruntowych. W ostatnich latach Wisła odprowadza do Bałtyku więcej wody, niżby to wynikało z uwarunkowań przyrodniczych, co przyczynia się do dalszego niebezpiecznego obniżenia poziomu wód podziemnych. Ten proces musi być zatrzymany. Najważniejszym elementem koniecznej poprawy bilansu wodnego kraju jest budowa zapór na Wiśle i jej podpiętrzenie. Autorzy omawiają ogólne zasady budowy systemu stopni wodnych i korzyści jego stosowania oraz całą koncepcję kaskady dolnej Wisły.
