Educational voucher - subsidizing or price regulation?This paper compares an initial idea of educational voucher formulated by Milton Friedman to realized in Milwaukee voucher program. The program is considered to be an exemplification of the idea. Nevetherlees it seems that the program is based on assumptions far from Friedman’s market concept. It assumes that schools are not allowed to set prices, and it excludes the posibility of paying by consumers for educational services. Hence in a fact it creates rather a quasi-market solution.
