This article presents the levels of leadership and command of the armed forces in the two most important international organizations guaranteeing the secure of Europe and Poland as a framework state of these organization. The work shows that a correct and consistent perceptron of the levels leadership, command and of the tasks carried out within them can lead to the establishment of an appropriate structure for the leadership and command armed forces in which command bodies at the various levels will implement similar activities in order to facilitate their cooperation.

The article present a problem with the common understanding of the definition ,,command” mainly on the basis of Polish literature, but also aboard, in particular in the doctrinal documents of NATO. It also shows the differences between command and control, steering and management.
