The article presents normative-legal terms and the principles of data transmission and processing in the RIS (River Information Services) system. New standard of the navigational data transmission BICS is presented. Data standards and technical specification of messages in ERI (Electronic Ship Reporting in Inland Navigation) is analyzed.
This article looks at the architecture of the Integrated Communications Platform for the RIS Centres supporting inland navigation. It analyses the feasibility of application of satellite-based telecommunications, localization and navigation systems in inland navigation, and presents methods of integration of radio communications systems which carry out distress communications algorithms and procedures in inland navigation. Feasibility of integration of the AIS-SART and AIS-Satellite, guidance and positioning subsystems into the RIS Centre is examined. The technical specifications of the FleetBroadband and Mini-VSAT systems are examined for usability in the multifunctional information service of the RIS Centre Communications Platform.

The paper presents processing and transmission navigation data in inland navigation. Data transmission of messages by ship electronic reporting in the RIS (River Information Services) system is analyzed. The principles of reporting data navigation in the RIS Management Centre are defined. Furthermore, the RIS communication architecture is analyzed. Finally, the author presented new standard – BICS 2.0 for the processing and navigation data transmission in inland navigation.
The article presents at e-Navigation strategy and implementation plan for RIS centres supporting inland navigation. The author describes the RIS centre system architecture and modules collaborating in the process of data transmission based on e-Navigation technologies. The functional requirements of e-Navigation strategies for distress communications procedures and ensuring the safety of inland navigation in compliance with the EU directives are described. The components of e-Navigation, which integrate state-of-the-art satellite and terrestrial radio communications systems in the process of effective and efficient management of navigational data transmission, are presented. The feasibility of implementation of e-Navigation strategies for the Multifunctional Communication System integrating digital and analog data processing systems in maritime and inland navigation are analysed. A technological model of the Maritime Navigation Cloud supporting data exchange in the e-Navigation system is put forward.
The article presents the feasibility of implementation integrated digital and analog radio-communications systems in maritime and inland navigation at the RIS Center. Structure of the date transmission in the RIS system was characterized. Integration of the Iridium Satellite System into a Multifunctional Communication System for the RIS Centre was presented. The integrating DSC VHF and DSC MF GMDSS subsystems with Multifunctional Communication System was presented. The possibilities of integrating The LT- 3100S Lars Thrane module for Multifunctional Communication System. was presented. The architecture of Multifunctional Communication Systems implementing distress communication procedures in cooperation between RIS Center and Search and Rescue Centers was presented.
Advanced new methods of data transmission used in River Information Services are described. Implementation of GMDSS subsystems and analyses of the feasibility of applying satellite-based telecommunications systems to integrated navigational data transmission at the RIS-PL is discussed. This article presents a model of the architecture and deployment of radio communication systems in inland waterway and sea-river navigation. The processing of navigational data, transmitted during electronic ship reporting and used in inland shipping, is described. The new BICS standard for the processing and transmission of navigational data in inland navigation is presented. The author evaluates the advantages of the new radio communications technology for the safety of inland waterway vessel traffic.
This article presents the principles of data transmission and processing in a module of duplex transmission of messages as required by ship reporting in the RIS (River Information Services) system. Technical specification of messages intended for ship commanders is analyzed. Data standards in harmonized River Information Services on inland waterways are presented. Furthermore, the analysis covers message structures, encrypting in XML format for electronic reporting by ships. Finally, the author evaluates the advantages of introducing the RIS system for the safety of inland vessel traffic and the effect of the system on environmental protection.
The article presents the VHF communications system architecture for inland navigation within the area of operation of the RIS-PL Centre. The author has described the communication system modules used in the RIS on the Lower Oder stretch and presented the relevant equipment specification. The present condition of the system has been described, taking into consideration the location of its components, both in the field and in the environment, of key importance for VHF communication. The feasibility of implementation of GMDSS subsystems for integrated navigational data transmission in maritime and inland navigation at the RIS-PL Centre has been discussed.
W artykule przedstawiono strukturę modelu alokacji zdarzeń radiokomunikacyjnych do stacji brzegowych i statków w obszarze A1. Przedstawiono wybrane aspekty prawne wynikające z przepisów Regulaminu Radiokomunikacyjnego, konwencji: STCW oraz SOLAS normujące zasady pracy systemów radiowych oraz działanie operatorów GMDSS. Przeanalizowano propagację fali v w obszarze A1 w aspekcie analizy zasięgu poszczególnych radiostacji oraz możliwości nawiązania łączności pomiędzy nimi. Zaprezentowano podstawy teoretyczne i założenia stanowiące bazę dla procesu projektowania struktury modelu. Zaproponowano metody modelowania oraz prezentacji dyslokacji poszczególnych stacji radiowych oraz ich zasięgów. Opracowano sposób prezentacji zdarzeń radiokomunikacyjnych w funkcji czasu z wykorzystaniem diagramów czasowych. Przedstawiono sposób prezentacji zdarzeń radiokomunikacyjnych oraz decyzji podejmowanych na ich podstawie z zachowaniem chronologii.

The paper presents a model of radiocommunication event allocation to shore-based radio stations and vessels in sea area A1. Selected legal aspects of the operation of radio systems and the work routine of GMDSS operators, included in the Radio Regulations, the STCW Convention and the SOLAS Convention, have been discussed. The v wave propagation in sea area 1 has been analysed as part of an analysis of the range of particular radio stations and their ability to establish radio contact. The theoretical basis and assumptions on which the model structure design process is based have been presented. Methods of modelling and presentation of dislocation of particular radio stations and their ranges have been discussed. A method of presentation of radio communication events in time, using time diagrams, has been developed. A method of chronological presentation of radio communication events and decisions based on them has been presented.
Presenting a model of radiocommunication events management system, we have described its structure and flow of input and output data streams. Besides, we have pointed out the need for developing a system of radiocommunication events management, and possible applications of the developed model.
The following paper presents an innovative concept of multisensor navigational data fusion. It illustrates a few various possibilities of applying a solution to the problem of navigational information managing in reference to some ship equipment which receive a set of data from many sources. The right verification of the Information will enable safety in vessel maneuvering and will ease the whole sea transport process to the watch officer.
The article presents principles of transmission and processing of the data in electronic reporting of river ships used in inland navigation. The new standard of electronic reporting of ships was shown - system Barge Information and Communication System (BICS). Results and analysis of surveys of real duplex transmission of data in BICS system for purpose of RIS Centre were presented.

W artykule przedstawiono zasady transmisji i przetwarzania danych przez statki rzeczne w śródlądowych systemach nadzoru nawigacji. Omówiono nowy standard raportów znany pod nazwą Barge Information and Communication System (BICS). Zaprezentowano też wyniki analiz i badań efektywności łączności dupleksowej w warunkach rzeczywistych przedstawianego standardu BICS w aspekcie systemu nadzoru ruchu na rzece.
This paper presents methods of renewal the GOC certificates in Poland and other countries. Relevant provisions of the SOLAS Convention, the Radio Regulation and the STCW Conventions are discussed. Knowledge of candidates for renewal of the GOC certificates were analysed based on responses to questionnaires. The differences in the methods of training and examinations between selected European countries are presented. Noted the possibilities of GMDSS training at a distance recommended by the STCW Convention. The results and conclusions are presented in the summary arising the difference methods of renewal the GMDSS certificates.
The paper presents a sea area model developed for the purposes of radio communication event management system in the maritime transport. The authors have presented the assumptions underlying the area model architecture, and proposed methods of modelling and presentation of dislocation of radio stations, taking into consideration their ranges. Wave propagation in sea areas has been analysed and a method of its presentation, based on an analysis of radio station ranges and feasibility of communications, has been proposed. The designed model incorporates shiptoship communications which are essential for messaging coast stations.

W artykule przedstawiono model alokacji zdarzeń radiokomunikacyjnych w obszarze A2. Przeanalizowano propagacje fal w pasmach V oraz T w aspekcie analizy zakresów poszczególnych stacji radiowych i ich zdolności do nawiązania kontaktu radiowego. Przedstawiono podstawy teoretyczne i założenia, na których opiera się proces projektowania modelu. Omówiono metody modelowania i prezentacji alokacji poszczególnych stacji radiowych i ich zakresy. Zaprezentowano sposoby prezentacji zdarzeń radiokomunikacyjnych, za pomocą diagramów czasowych. Zaproponowano sposób prezentacji sekwencji radiowych zdarzeń komunikacyjnych i decyzji podejmowanych na ich podstawie.
W artykule przedstawiono problem wielosensorowej fuzji danych nawigacyjnych. Podano konfigurację wielosensorowego filtru Kalmana, opracowanego w celu wyznaczania wektora stanu obiektu, opartego na jednorodnych danych pozyskiwanych za pomocą zestawu odbiorników satelitarnych.

The article deals with a problem of multisensor navigational data fusion. The multisensor Kalman filter's configuration is given. The filter has been developed to determine an object vector based on uniform data obtained by a set of satellite receivers.
This article presents the structure of a model of the allocation of radiocommunication events at coastal radio stations, land-based satellite stations and on vessels in sea area A3. The propagation of radio waves in the HF band has been analyzed to examine the range of various radio stations and their capabilities of establishing communication between each other. We also present methods of modeling and displaying the deployment of individual stations, of presenting radiocommunication events as a function of time using time diagrams, as well as the manner of the chronological presentation of radiocommunication events and related decisions. It has been shown that there is a relationship between the effectiveness of communication and propagation conditions that is strongly dependent on the time-of-day. We present the need to develop a decision support system for the radio operator on the bridge.
This article is an introduction to the DESSEV (DEcision Support System regarding the risk of Epidemic threats on a sea-going Vessel) project implemented as part of the Erasmus+ partnership under the leadership of the Maritime University of Szczecin. This project consists of three elements: a data repository, a rule base and a decision support system. Due to the schedule of works in the project, only the first of them was presented. The next ones will be described in subsequent publications at various international conferences. The idea of the project naturally resulted from the COVID-19 pandemic, but other infectious outbreaks may also occur on sea vessels, posing a threat to the ship's crew and passengers (passenger transport). The existing legal regulations, available knowledge or training do not sufficiently address the problem of the epidemic on the state. Therefore, it was decided to introduce a novelty - a decision support system, which is designed to facilitate taking the right steps in the event of an infectious disease on a seagoing vessel.
