In the work there were shown the operations of the authorities and other organizations for preserving of the cultural landscape in the borderland between Poland and Slovakia. In the commune of Bukowina Tatrzariska chosen for research there are located Podhale and Spis region villages. Despite the mixing of features, their cultural identities are still legible. The Polish state border formerly ran on the BiaJka river, and the Spis region villages were located outside the Polish border. The commune policy is directed to the cultural environment protection and supporting any forms and manifestations of activities promoting regional tradition and culture. Besides on the area of the commune the Tatra Museum operates in the form of "spatial museum" ("in situ" form of preservation of monuments) and there runs the Wooden Architecture Route. Unfortunately, the commune despite attempts, did not start cooperation with the communes located on the Slovak side in the scope of promoting the cultural values of the region.

The function and role of a river in the rural landscape of Podhale were analysed on the example of the Biarka River. In the commune of Bukowina Tatrzariska, the river divides the area of Podhale and Polish Spisz. The villages of Brzegi, Jurgow, Czarna Gora and Biaika Tatrzariska are located on the river. The river has always been an element of life in the local community. Czarna Gora, in the vicinity of Bialka, is where Romany people live. The settlement is on a flood plain, close to the river, on the border between the vi 11 ages of Czarna Gora and Bukowina Tatrzahska. At present, the river is an important element in the development of tourism in Bialka Tatrzariska, especially in the summer season. The development of tourism is a threat to the natural environment and leads to increased pollution of the river. In order to preserve the precious ecosystem of the Biatka River, there are plans to create a "Biatka River" nature reserve. The natural biological lining accompanying the river is characterised by the presence of unique vegetation and is habitat for rare animal species. The Biatka River basin is located in Natura 2000 region, in a Special Protection Area (SPA).

The study discusses the topic of transport accessibility in Poland and the Russian Federation. The authors have analysed the principles of acquiring land for the construction of public roads, network development and problems that accompany the development of national roads. Since the political transformation at the beginning of the 1990’s, Poland and Russian Federation have been in the need of legislative changes that would facilitate the acquisition of land for road investments. The study presents the dynamic development of the national roads system in Poland, after the accession to the European Union, and improvement of the communication system in the Russian Federation.

W pracy przeanalizowano koszty realizacji ustaleń planu miejscowego, sporządzanego dla obszaru wsi Siedliska w zakresie urządzeń infrastrukturowych. W miejscowości tej przeprowadzono w latach 1992-2006 postępowanie urządzenioworolne, a następnie przystąpiono do sporządzenia planu miejscowego. Wieś Siedliska jest pierwszą wsią w Polsce, gdzie przeprowadzono prace związane z reorganizacją rolniczej przestrzeni produkcyjnej, w ramach których uporządkowano szachownicę pól, zniesiono współwłasności gruntów, powiększono gospodarstwa o grunty dzierżawione z zasobu ANR SP, dostosowano przebieg dróg transportu oraz wybudowano nowe drogi transportu rolniczego. W toku prac nad planem miejscowym oszacowano koszty realizacji ustaleń planu, zgodnie z obowiązującymi przepisami. Ujawniono, że pomimo wykonanych zabiegów, dalszy rozwój wsi zgodnie z projektem planu miejscowego wiąże się z kolejnymi nakładami.

The study presents the costs of realization of the local plan prepared for the village of Siedliska. Management and land surveying was conducted on location in the years 1992-2006. The village of Siedliska is the first village in Poland in which reorganization of agricultural production space was performed. The patchwork of fields was regulated, co-ownership of farmland was abolished, the area of farms was increased by leasing farmland from Agricultural Property Agency, transport roads were adjusted and new roads for agricultural transport were built. The preparation of local plan and the design of functions and parameters of roads conforming to the legal regulations related to it showed that further financial investment is needed to secure the development of the village.

The study discusses the topic of planning decisions taken for the purposes of studies prepared on the municipality level and related to the development of landslide areas in Poland. The aim of the research is to demonstrate the scale of the issue consisting in designating areas at risk of subsidence of soil masses for investment purposes. The research emphasises the essential role of planning documentation in the prevention of investment in such areas. Other vital factors also include the SOPO (Landslide Counteracting System) database as well as the staroste, who, in the course of preparation of planning documentation and issuing decisions on development conditions, issues opinions or agrees (depending on the type of document or decision) on the planned investment in areas at risk of landslides. The study shows the complexity of the spatial planning and development system in Poland and the significant influence of bodies and institutions on the planned development of areas prone to the subsidence of soil masses.
