In this paper the operation costs of the municipal water treatment plant in the biggest Polish town in Podlaskie province was analyzed. Capacity of this WTF is 600 m3/h. Water treatment processes are primarily focused on removal of iron, mangnese and turbidity and disinfection by UV rays. Water is taken by 19 wells and then it is oxygenated. From aerators water is addressed to ten filters, which filter water at a speed of 8.5 m/h. The analysis of the operation costs of the municipal water treatment plant was carried out by a method of testing and interpretation of the materials provided by the Water and Sewerage Company in a big town in the Podlaskie Province. It was established that, groundwater treatment plant operation costs, carried out in 2010–2012, showed the highest share of depreciation and remuneration costs.

The beginning of the period where the impact of human activity took dangerous size is considered to be 40 years of the nineteenth century. Then the large-scale production of electricity increased production of metallurgical industry and transport development. Significant changes contributed to rapid population growth and urbanization and industrialization processes. Man by intensive exploitation reduces or completely exhausted most natural resources. This has resulted in the availability criterion, which is distinguished by inexhaustible and exhaustible resources. Exhaustible resources may include solar, wind, energy, ocean currents and the energy of the Earth. Exhaustible resources, however, are the elements of nature that as a result of the operation can be completely depleted or destroyed. These resources include: water, soil, plant world, animal world natural resources. The greater the intensity of acquiring human resources, the faster will be the depleted. There is also a very important division of exhaustible resources: non-renewable resources, renewable and very difficult reproducible (living areas). Non-renewable resources are mainly minerals, such as iron ore, crude oil, coal, sulfur, natural gas, useful stones, limestone, salt, and many other minerals). After extraction resources are processed, and the bed from which they were extracted can no longer be used. It is different from renewable resources; they are characterized by the fact that over time they are reconstituted, although, for this to happen balance of the environment through the rational use must be maintained. These resources include, among others, soil, water, flora and fauna, as well as atmospheric air.

According to the Health Regulations of 20 April 2010, the concentration of manganese in water must not exceed 0.05 mg/l. This condition enforces the treatment of underground water and achieving the required concentrations. For this purpose, popular filter materials are available on the domestic market. The authors in the study conducted experiments on two filter beds. The first was G-1 catalytic mass, whereas the second was Crystal-Right. Thus, this paper presents the methodology of the study, the characteristics of the studied fields and the results of water tests, including the content of manganese in the process after filtration.

The objective of the article was to define a mathematical model for the relationship between the unit costs of operating an underground water treatment plant and its capacity. This model was formulated on the example of the underground water treatment station in Suwałki, Poland. The station is also described in the article. The article discusses the theoretical and practical basis for determining this relationship. Mathematical models for this relationship were established for the years 2010, 2011 and 2012. They show that the unit operating costs decrease with an increasing capacity. The relationships discussed in the article may be used as indicatory guidelines when designing a groundwater treatment plant of similar capacity and technology.
