This study deals with the current issues of social work mainly in the Czech and European contexts. It shows that the debate on social work crisis finds its roots of the crisis in social policy, and in structural,legislative and financial conditions it creates for social work. The study, therefore, suggests three questions that should be answered primarily by social work both as a practical profession and professional research, to be able to define its own professional interest.

: The study responds to the lack of theological reflection on prison spiritual ministry in Czechia. Although the Czech Republic has a well‑developed ecumenical prison ministry of chaplains, its operations are primarily of interest in the sociology of religion and penitentiary sociology. The reflection in pastoral or practical theology is significantly weaker. Thus, this study aims to describe the essential elements for the first theological conceptualisation of the prison spiritual ministry in the Czech Republic. It is based on the analysis of the current discourse in the sociology of religion, penitentiary sociology, pastoral theology, and partially other helping professions. Such an analysis serves as the basis for pastoral‑theological evaluation and hermeneutics. The study attempts to draw the core lines for the possible pastoral conceptualisation of the Czech prison spiritual ministry of chaplains with a background in Christian churches.

This study is based upon the most recent Popes’ emphasis on the diaconia of the Church. It distinguishes in this context between two basic questions: the Christianisation of the Church’s charity organisations and the diaconia of the entire Church including its structures. Using the criterion that Christian help is to be directed especially to those who are lacking in any such help, the study assesses the current practice of the Catholic charity organisation Caritas Czech Republic. It points out that Caritas Czech Republic focuses on those target groups which are well secured within the system of social services, thereby missing the basic criterion of Christian help. The study views the reasons for this deficiency in the organisation’s essential mission, this being a phenomenon it calls the outsourcing of neighbourly love.
