Each scientific or developmental project brings with it new challenges and risks, but also an opportunity to gain knowledge and development. The results of projects funded through national and international initiatives and programmes should be disseminated so that the experience and knowledge gained can be used in the future for the benefit of the police, academics and the public at large. It should be emphasized that the Polish Police is a uniformed formation dynamically developing new technologies for security. Project financing and management institutions, in particular the National Centre for Research and Development, play an important role in the indicated development, as well as in setting priorities and financing scientific research for security and defence. The 100th anniversary of Poland's regaining independence and the establishment of Poland's largest uniformed formation responsible for security and public order justify scientific exploration of the issue under discussion. The article discusses research activities in the police in three time frames: after 1919, after 1945, and after 1989 - the regaining of independence and sovereignty. The period of modern research activity in the Police was presented on the example of scientific activity of the Police Academy in Szczytno and the Central Forensic Laboratory of the Police. Good practices applied by the Police were indicated, i.e. the procedure for submitting by the Police projects in the area of state security and defence for financing within the National Centre for Research and Development funds. Moreover, the selected research projects of the Police implemented for the benefit of state security and defence were approximated. Apart from the indicated areas raised in the study, at the same time an attempt was made to answer the question whether the Polish Police makes use of the research experience of its predecessor (the State Police) in the field of creating technologies for security?

The purpose of this article is to present the results of research on internal communication in the Police. The measurable outcome of the research is the development of an IT tool to form a discussion forum that improves intra-organisational communication in hierarchical institutions, and thus management of the organisation. The research is being carried out under the project “Creation of an IT system supporting communication in the Police and other services subordinated to the Ministry of the Interior in terms of internal security — SINDBAD,” No. DOB-BIO7/03/01/2015. The project is co-financed by the National Centre for Research and Development in Warsaw, for which a grant of PLN 5 million has been obtained. This information exchange platform is being created by a research consortium led by the Police Academy in Szczytno. The essence of this tool is its internal structure, which is based on a detailed analysis of the needs of future users. The solution will be equipped with the following modules: research development and management, consultation on legal acts, crisis analysis and statistical analysis. Significantly, the system created will allow maximum anonymity of expression and security against unauthorised access by third parties. The result of the project will include an anonymous IT modular platform for collecting and analysing data to monitor problem areas and planning interventions at the organisational level to ensure internal security, including an organisational and technical solution that ensures the anonymity of contributors.

New technologies in respect of security make it necessary for the overall national sector for research and innovations to undertake a strategy that is well-thought-out and coordinated with the aims of the state administration departments which relate to internal and external security. In Poland, the European Union plays a crucial role in defining priorities and funding research, in particular the ‘Horizon 2020’ research programme. However, the national programmes are also of great importance. The aim of this article is to introduce innovations for security which are the result of research and development projects. New technologies which directly influence security will be presented on the basis of the Police Academy, Szczytno, which applies for financial help for education in national and international competitions. Within the national resources, the institution takes part in the competitions of the National Centre for Research and Development, as well as in national and regional operational programmes. The projects conducted are mainly projects which are used in and for industry, or they are development programmes for specific consumers within the broadly understood area of security. The Police Academy, Szczytno, conducts intensive work of innovative nature in the field of security subsequent to receiving resources for projects and this is presented in great detail by the authors. The objective defined in the paper’s introduction is achieved by means of showing the full meaning of new technologies for security. This is presented through descriptions of particular projects.

The scale of the problem of “avoidable deaths and injuries” in the course of their duties, drove the requirementto undertake the design work on developing a dressing set as part of the development project of the Police Academy in Szczytnoentitled “Dressing set for the treatment of injuries incurred in the performance of duties by the uniformed services”, co-financedthrough funds of the National Centre for Research and Development, under Competition No. 6/2014 on the implementationof projects in the field of research and development for defence and state security. The project will produce a protectivedressing set for injuries incurred in the performance of duties by the uniformed services and proposals for regulating the legaland procedural aspects for its application, resulting from a selected and developed technology. Moreover, part of the project was, inter alia, the analysis of legal acts in force in the various formations subordinate to the Minister of Internal Affairs, and relatingto the obligation to provide first aid and equipping officers to administer it. This analysis was performed by experts selectedfrom within the various departments. On the basis of the material collected, the current legal solutions applying to the differentformations were juxtaposed. The article presents the results of research that takes into account an analysis of the legal provisionsgoverning the application of dressing sets in the Police, as well as a proposal for legal amendments determining their effectiveapplication in service. Equipping officers with appropriate dressings will greatly improve the safety, and the quality of the first aidprovided at the scene.

Intensification of threats in recent years in Poland has exposed many imperfections in the system of disaster management at many levels - national, regional, and, most importantly, local. Lack of integration of IT systems of institutions responsible for crisis management has often led to information chaos and inability to perform basic tasks in this area. In crisis situations which occur in Poland – that is disasters with catastrophic consequences – there exists a real risk of failure to perform required operations. The article presents an outline of Japanese crisis management system. It describes research conducted by Japanese institutions related to disaster management, and discusses information and decision support systems. The article focuses on mutual integration of such systems and data flow among institutions and parties involved in the preparation, response and dealing with consequences of crisis situations. It also presents principles of operation of the Metropolitan Disaster Research Center, which conducts research and works as a crisis management center for the city of Tokyo. The authors presented four institutions which are vital for the Japanese system: JAMSTEC, NIED, E-Defence, and Tokyo Metropolitan Disaster Research Center. Technical and technological solutions existing in the above institutions may be a model for systems built in Poland and the world, especially since the whole system has recently undergone a serious test as a result of the disaster that struck Japan on the 11th of March 2011. The test that, according to many observers, proved that Japanese system of disaster management can be given the highest rating.
