Celem opracowania była ocena stanu i kierunków rozwoju pozarolniczej działalności gospodarczej na obszarach wiejskich i miejsko-wiejskich dwóch powiatów: augustowskiego i hajnowskiego. Badanie przeprowadzono na podstawie analizy materiałów wtórnych pochodzących z GUS i Podlaskiego Ośrodka Doradztwa Rolniczego w Szepietowie, a zakres czasowy objął lata 2011-2014. Wyniki badań wykazały, że powiat augustowski i hajnowski zdominowane zostały obszarami prawnie chronionymi, w tym Naturą 2000, która postrzegana jest jako bariera rozwoju przedsiębiorczości, czynnik ograniczający inwestycje i wzrost gospodarczy. W analizowanych latach zauważalny jest niewielki wzrost liczby podmiotów gospodarczych na badanym obszarze, w których dominującym rodzajem działalności w 2014 roku były usługi. Mimo to, niepokoi mała liczba usługowych podmiotów gospodarczych, w tym związanych z zakwaterowaniem i wyżywieniem. Niedobór w tym segmencie mogą próbować wypełnić gospodarstwa agroturystyczne.

The implementation of a policy of sustainable development requires taking action being aimed at a management of area which his development will guarantee with the possibility of using resources of the natural environment. An evaluation of the state and directions of the development of the non-agricultural business activity is a purpose of this study in rural and urban – rural areas of two districts: Augustów and Hajnówka. The study was conducted based on the analysis of secondary materials from the Central Statistical Office and the Podlasie Agricultural Advisory Centre in Szepietowo, took time range 2011-2014. The results have shown that the district augustowski and hajnowski were dominated areas legally protected by law, including Natura 2000, which is perceived as the barrier of the entrepreneurship development, factor limiting investments and the growth in the economy. Despite this, low figure of service business entities, connected with accommodating and maintaining is worrying. Deficiency in this segment farmhouses may try to fill up.

Differences in Value of Entrepreneurship Index in Rural Areas of the Lower Silesia Province

The article presents results of research on the relationship between the rate of entrepreneurship of rural and urban-rural province of Lower Silesia and the distance from the economic centres, as well as expenditures of counties on public roads. It is assumed that the main economic centres are the county towns of the Lower Silesia Voivodship. Entrepreneurial activity rate was defined as the number of business entities registered in the REGON system per 10,000 population of working age. Distance of rural communities from economic centres were expressed as the shortest road distances. The research shows that there is no statistically significant relationship between the ratio value of entrepreneurship in the municipality and its distance from the economic centre, but it exists between the average rate of entrepreneurship of the districts and their expenditure on public roads.
