Dear Readers, I am very pleased to present you the 45th volume of the Polish Political Science Yearbook (2016). From the beginning, the journal was connected with the Polish Association of Political Science (established in 1957) and in fact played a role of its organ. At first, the periodical was published under the title Polish Round Table, and then the name was changed into the current one.

The leadership qualities of political leaders in Africa are often characterized by historical and cultural determinants. It is a popu¬lar thought that the continent suffers from the crisis of leadership or lack of “good leaders”. The analyzed examples of two eminent South African politicians J. Smuts and N. Mandela represent a departure from this idea. Their respective political leadership styles and abilities stem from their particular personal traits and education. They are considered to be role models owing to their comportment and achievements. The role and influence of J. Smuts and N. Mandela on the situations in RSA and Africa as a whole cannot be overstated.

This paper analyses the problems of New Peripheral Regions after the European Union Enlargement. The last enlargement of EU in 2004 and 2007 was the logical consequences of political, social and economic changes connected with breaking up of the Soviet Union and disintegration of Communist Bloc. These two enlargements had substantial geopolitical consequences. The demographic and territorial potential of EU increased by about one third. At the same time the European Union structures moved east and southwards. In 2004 one of the Polish region – Warmia and Mazury Region faced new challenges connected with Polish accession to EU. Next years of being a member of EU was a period of gaining experience in submitting EU projects for the region and in proper allocation of finance resources. Total effect of this period is rather positive. But it should not be forgotten that still many negative economic and social phenomenon take place (e.g. high unemployment rate, emigration of young educated generation). Politically, new challenge for Warmia and Mazury Region will be continuation and development of trans-border cooperation with Kaliningrad Region. Poland’s accession to EU did not impact positively for improvement of Polish–Russian relations on central decision-making level.

The purpose of this article is to analyse the policy of détente between the West and the East at the Conference on Security and Cooperation in Europe (CSCE) from Poland’s perspective. The article begins with a synthetic theoretical and historical introduction concerning the formation of a new international order, particularly in Europe. The state of research on the CSCE in Poland is also outlined in a synthetic way. Then the analysis of Poland's role in the CSCE forum is presented in the context of the multifaceted negotiation processes in a chronological and problematic arrangement from the perspective of the theory of international roles. Endo-, and especially exogenous, connections concerning Poland’s functioning in the Eastern Bloc, including the hegemonic position of the USSR in it, were taken into account. Particular focus is placed on the implications of the CSCE Final Act for Poland. The article is based on Polish and English-language sources.
