Artykuł stanowi próbę ukazania miejsca i znaczenia bezpieczeństwa wewnętrznego w systemie bezpieczeństwa państwa. Po przedstawieniu istoty bezpieczeństwa wewnętrznego i polityki bezpieczeństwa wewnętrznego autor na tle istniejących rozwiązań zakreśla kierunki i propozycje działań dotyczące poprawnego i adekwatnego umocowania problematyki bezpieczeństwa wewnętrznego w systemie bezpieczeństwa państwa. Praktyka organizacyjna stanowi w takim systemie jeden z zasadniczych elementów. Możliwości polityczne państwa wskazują natomiast na potencjalną adjustację i ciągłą poprawę bezpieczeństwa państwa.

The main topic of this article is built on the fundamental definition of state security as the conglomerate of different spheres. Nonetheless, its common denominator is understood as unison between the importance of internal security and the entire security system of a country. As the author argues, there is a logical connection between both. After presentation of the main important sequences connecting internal security and the politics, author constructs a proposition of the new possibilities of better organizational scheme for the state's security. It rests on a notion that the political opportunities allow for the improvement of the internal security of a country.

The main aim of this article to describe the changes in the most important institutions forming the Internal Security department in the Republic of Poland. It is accompanied by the analysis of the real and potential consequences already (accomplished and neglected) of changes for internal security in the third Republic. The considerations are summed up by the synthetic diagnosis of the current state of affairs and stressing the possible scenarios for further practical changes in future.
