The article deals with the criterion of the value of phraseology in language-through-culture studies when selecting units for an educational phraseological minimum. The author draws a conclusion that this criterion is realized in practice by means of a combination of other requirements, such as a connection with the lexical minimum, frequency of use. Comparative studies allowing us to structure educational phraseological minima by the parameters of their uniqueness/universality are important when forming educational phraseological minima, oriented towards an audience with a certain native language.
