In the present article the thesis has been proved that the dynamics of breakthrough innovation is being determined by the state’s activity in financing R&D. The state must support financially the innovation process when the markets are incomplete or when the high-risk capital does not work. The innovation policy of the state should serve to realize the concept of sustainable development and fostering cooperation between participants in the innovation process.

We współczesnym świecie dominuje neoliberalny paradygmat rozwoju. Koncepcja rozwoju zrównoważonego nie stanowi alternatywy dla tego paradygmatu, a jedynie go rozszerza i uszczegóławia. Nadal kluczowe miejsce zajmuje rozwój ekono¬miczny, rozumiany jako wzrost gospodarczy. W społeczeństwie panuje opór wobec ra¬dykalnej zmiany paradygmatu, gdyż wiązałoby się to z koniecznością przebudowy sys¬temu społeczno-ekonomicznego. Koncepcja rozwoju zrównoważonego ma szczególne znaczenie dla rozwoju obsza¬rów wiejskich. Możliwość jego wdrożenia zależy jednak od poziomu rozwoju społecz¬no-gospodarczego danego kraju. Szanse na jego realizację mają społeczeństwa postindu- strialne. Polska nie osiągnęła jeszcze poziomu rozwoju, umożliwiającego skuteczne wdra¬żanie zasad rozwoju zrównoważonego. Efektywność rolnictwa jest nadal niższa niż średnia dla UE, jednocześnie wzrost efektywności ekonomicznej rolnictwa w Polsce nie jest wskazany z uwagi na negatywne efekty społeczne, jakie on ze sobą niesie. Konstatując, obszary wiejskie muszą rozwijać się w sposób ewolucyjny, przy sil¬nym wsparciu sektora publicznego, który powinien tworzyć instytucje formalne preferu¬jące rozwój obszaru.

The modem world is dominated by neo-liberal paradigm of development. The concept of sustainable development is not an alternative to this paradigm, only it extends and refines. Still the key place takes an economic development, understood as economic growth. In a society there is resistance to the radical paradigm shift, since it would involve the necessity of reconstruction of socio-economic system. The concept of sustainable development is of particular importance for the deve¬lopment of rural areas. However, the possibility of its implementation depends on the level of socio-economic development of the country. The chances of its implementation have the post-industrial society. Poland has not yet reached the level of development, to facilitate effective imple¬mentation of the principles of sustainable development. The efficiency of agriculture is still lower than the EU average, while an increase in economic efficiency of agriculture in Poland is not indicated, because of the negative social effects that it brings. Summarizing the rural areas must develop in an evolutionary way, with strong support from the public sector, which should create formal institutions preferring deve¬lopment of the area.
