This article discusses traditional models of federated states and the emergence of new federations after the second world war. An attempt was made to identify key signs of a federal state in modern conditions, taking into consideration new models of federalism, arising after the collapse of the colonial system. The author evaluates the extent to which previous signs of federalism correspond to modern conditions.The article highlights some of the features of the new federations (told only on significant features), but the author believes that selected common signs refer to all federations, despite the originality of some of them.
This article discusses the features of the European Union, established on the basis of longterm development and transformation in 1992. Using methods of legal and politological analysis, the author comes to conclusions. The EU is a special territorial public legal form. The EU has limited nonsovereign public power that has its origins from the Member States as a result of their transfer to EU some sovereign rights and State power (actually it is done primarily by seven major institutions EU bodies). The EU has a special publiclegal form. The EU is not the Federation and not a Confederation. From the standpoint of public territorial structure the form of the EU could be described as a regional international statesimilar nonsovereign public legal entity.

В соответствии с конституционными установлениями Россия это гибридная, президентско-парламентарная республика с доминирующим положением Президента РФ в системе государственной власти, а на практике в силу реального соотношения ветвей государственной власти, высших органов государства, прямых и обратных связей органов государства с населением Россия является президентской республикой. Application to Russia (and other states), the term "half presidential (semi-présidentielle) republic") failed. In accordance with the constitutional regulations of Russia it is hybrid, presidential-parliamentary republic with presidential dominance in the system of state power, but in practice according to the real balance of powers of the state, the supreme bodies of state, backward and forward linkages of organs of a state with the population of Russia it is a presidential republic.
This article discusses the use of the term public power in the legal literature, the origins of the term, existing views, discussion approaches. Based on the proposed collectivistwilled concepts of power and on the analysis of the hierarchy of socio-territorial interests, the author identified various kinds of territorial public communities (collectives), which are social sources of public power at different levels from the bottom to the top. Using the structural-functional, logical, comparative and other methods of learning, the author proposes to distinguish between five types of public power, highlighting the specific sovereign state power among them. In accordance with the kinds of public power the classification of organizational forms -territorial public legal entities is suggested, their features are pointed out.
