This study deals with celebrations of Labour Day in the Protectorate of Bohemia and Moravia. Despite the fact that public celebrations of 1 May were forbidden in the Protectorate, it remained a public holiday and attracted a significant media coverage. This study examines the aspects of regulations and laws and their implementation in practice and analyses the way in which Labour Day was re-defined during the Protectorate era, focusing on ways of orchestration of the festive day, including continuity with the preceding models and patterns.

This paper introduces the history of the concept of governance in the European and non-European context, putting special emphasis on perspectives that present the most common ways of its defining and investigating by different authors in the political sciences and public policy from the past to the present. Knowledge of these perspectives allows to understand and explore the modes and circumstances related to the coordination of public and social policies focused on solution of contemporary societal problems and new social risks. In particular, the paper presents six different but mostly used perspectives that accentuate (1) the decreasing role of the government, (2) the way in which large corporations are managed and controlled, (3) the introduction of new public management, (4) the existence of countries characterized by more or less democratic government, (5) the greater involvement of social actors in addressing societal problems, and (6) the growing role of inter-organizational and self-organizing networks of actors influencing the policy-making and/or policy implementation of public and social policies. In conclusion, we summarize key findings and briefly propose concrete analytical steps that can be used to operationalize the concept of governance in order to best understand the processes of this phenomena that can be explored in public policy as a scientific discipline and societal practice.

The homelessness is one of the most challenging social problems to solve, and it is the focus of interest not only for individual states and local governments but also for transnational institutions dealing with sustainable development. It affects that diverse groups of people, has different causes and consequences, and therefore requires ideally comprehensive and tailor-made interventions implemented by professionals. This article aims to identify the deficits of the homelessness policy in the Czech Republic and proposals for their solution through “The framework of problematic areas of homelessness” created by us and to evaluate the comprehensiveness and adequacy of coverage of all potential problem areas of homelessness by these proposals. We assume that only comprehensive and individualised interventions towards homeless people will alleviate or completely resolve their problems and increase the likelihood of their reintegration into mainstream society.
