The following article discusses issues concerning one of the most effective methods of operational work that is a controlled purchase used by police to combat organized crime. The article presents in detail the methods and purpose of the activities to be taken as part of actions which are of particular importance for public safety of every society. There are also discussed situations causing legal and social controversy connected with the use of this particular method for the operational work in police investigation activities.
The following publication depicts a very controversial issue of sharing and declassification of classified materials, a question which is still in the centre of a debate between law practitioners and scientists. The lack of detailed statutory regulation, aimed at particularizing the conditions for the conduction of reconnaissance activities, could be remedied by one of the postulated legislation changes presented in this article. It is maintained that a precise and logical adherence to the rule of law, coupled with purposive interpretation of the existing legislation norms duly spells out the way in which classified materials obtained as the result of operational control should undergo the process of sharing and declassification.

Podstawowym celem tej działalności jest zapobieganie infiltracji wywiadowczej grup przestępczych. Autorzy wyjaśniają pojęcie „kontrwykrywczość”, a także analizują uwarunkowania prawne i procedury operacyjne służb specjalnych i policyjnych z wykorzystaniem osób udzielających im pomocy w kontekście szeroko pojętego zwalczania przestępczości.

The article discusses the issue of counter-detecting activities in the aspect of criminal tactics aimed at identifying personal sources of information providing assistance to the police. The primary goal of these ventures is to prevent the intelligence infiltrati on of criminal groups. The authors explain the notion of “counter-detection” as well as the legal conditions and operational procedures of special and police services with the use of persons providing them with intelligence assistance in the broadly understood scope of combating crime throughout its entire phenomenon spectrum.
