The purpose of this paper is to develop a working tool for deepening existing techniques applied to the surfacing of analogies by foreign policy professionals. Analogies have proven to be a durable and consistent approach to crisis management, often relied on in high-pressure situations. But the value of this method remains questioned by academics and practitioners alike. By linking governance failures to crises in a systematic way, it is hoped that more diligent selection of analogies in problem solving will result in the future. The improvement is designed to reduce risk in time sensitive decision-making. Past foreign policy events often serve as analogies to guide analysts and decision makers as they address current situations. Governance failures provide a window through which analogies can be viewed, in order to parse key similarities and differences. Both analogies and governance failures can, and should, be used together to improve problem solving. (fragment of text)
