Abstrakty

Przedstawiono podział zasobów finansowych pomiędzy szczeble władzy i administracji państwowej oraz formy organizacyjne zasobów finansowych regionu. Omówiono zasoby finansowe województwa krakowskiego w latach 1986-1987. Na koniec przedstawiono skutki regulacji prawnych, które mają wpływ na wielkość zasobów finansowych regionu.

Regional pecuniary resources are formed as a result of economic activities carried on in a region, The necessity of their division between the central and regional levels results from various reasons The pecuniary resources kept /uaed/ in a region define the economic position of regional authorities. When analysing the mechanism of regional capital reserve formation it is necessary to distinguish de iure private incomes from de facto private incomes. The share of regional authorities in the incomes of central authorities cannot be included in the latter. Basing on the verification of the mechanism of capital reserve formation in the region of Cracow it can be stated that these funds are shaped by exogenous factors /tax system, principles of the distribution of income between various levels of authorities and state administration, system of sharing of incomes by central authorities, etc./. Such a situation is unfavourable to the stimulation of regional administration activities in the economic and financial spheres.(original abstract)
