Credit Unions National Extension Bureau (CUNEB) was founded in July 1921. Its task was to create a national Credit Union organization and to endow Credit Unions that had already existed. The president of CUNEB was Roy Frederick Bergengren. He was hired by Edward Filene- the creator of a general idea of Credit Unions in the USA. Bergengren's actions led to passing Credit Unions acts in particular states. By the end of 1933 thirty eight states had passed Credit Unions laws. Moreover Credit Unions were qualified as one of the financial institutions patronized by Reconstruction Finance Corporation (RFC). The factor that played the biggest part in Credit Unions development was the involvement of ordinary people. Not only the Americans became consumers but also promoters of the Credit Unions Movement.
