Abstrakty

Artykuł dotyczy rozwiązań publiczno-prywatnych funkcjonujących w sferze zabezpieczenia zdrowotnego w Holandii polegających na wprowadzeniu prywatnych ubezpieczeń zdrowotnych do bazowej części systemu zabezpieczenia zdrowotnego. System ten jest jednym z najlepiej postrzeganych systemów zdrowotnych funkcjonujących w ramach Unii Europejskiej. W artykule położono nacisk przede wszystkim na sposób finansowania ochrony ubezpieczeniowej. Opisano składkę ryczałtową, składkę przychodową, jako składki określane exante oraz składkę korygującą, jako składkę określaną ex-post. Dla składki korygującej zostały ukazane czynniki wpływające na jej wysokość. W końcowej części opracowania opisano również ubezpieczenie nadzwyczajnych wydatków medycznych jako obowiązkowego ubezpieczenia uzupełniającego standardowy zakres ochrony zdrowotnej, obejmującego przede wszystkim opiekę długoterminową. Ubezpieczenie to można określić mianem ubezpieczenia pielęgnacyjnego.(abstrakt oryginalny)

The article describes public-private partnership (PPP) within public healthcare protection in Netherlands. PPP in this sector consist in implementing private healthcare insurance products in basic social protection system. Healthcare system in Netherlands is perceived as the second best healthcare system within European Union. The Author put attention to the financial side of the system. There were described ex-ante contributions (flat rate contribution, income-related contribution) and ex-post contribution (risk-adjustment contribution). The last part of the article concerns exceptional medical expenses insurance, that can be viewed as a type of long-term care insurance.(original abstract)
