Research and Development Potential of the European Union in the Context of Changes in Global R&D Expenditures

Abstrakty
Celem opracowania jest określenie miejsca Unii Europejskiej w globalnej architekturze nakładów badawczo-rozwojowych wobec zasadniczych zmian obserwowanych od blisko dwóch dekad. Kluczowym problemem badawczym artykułu jest analiza porównawcza potencjału B+R UE na tle świata, a szczególnie dwóch wiodących obecnie centrów światowych B+R, a mianowicie Azji Wsch. i USA. W badaniu wykorzystano dwa główne narzędzia badawcze, jakimi są studia literatury oraz analiza porównawcza w ujęciu dynamicznym. Przeprowadzone analizy wykazały, że potencjał badawczo-rozwojowy UE jest systematycznie powiększany. Jednak temu pożądanemu progresowi towarzyszy zbyt wolne tempo, zwłaszcza w kontekście dynamicznie rozwijającego się centrum azjatyckiego, ale także Stanów Zjednoczonych. Unia Europejska jako trzecie centrum globalnych B+R niewątpliwie stoi przed wyzwaniami nie tylko związanymi z przyspieszeniem rozwoju potencjału B+R, ale także z koniecznością wzmocnienia zaangażowania przedsiębiorstw, w tym macierzystych korporacji, wśród których wyraźna przewaga w skali światowej występuje w branży motoryzacyjnej, a poważne słabości w branżach oprogramowania i sprzętu IT. The aim of the study is to determine the position of the European Union in the global architecture of research and development (R&D) expenditures in view of the fundamental changes observed for almost two decades. The key research problem of the article is the comparative analysis of the EU's R&D potential in the world, and especially the two leading R&D centers worldwide, East Asia and the USA. The study used two main research tools, namely literature studies and comparative analysis in dynamic terms. The analyzes carried out show that the EU's R&D potential is systematically increased. However, this desired progress is accompanied by slow growth rate, especially in the context of the dynamically developing Asian center, but also of the United States. The European Union as the third center of global R&D undoubtedly faces challenges not only related to accelerating the development of R&D potential, but also the need to strengthen the involvement of enterprises, including parent multinationals, among which a clear global advantage occurs in the automotive industry, and serious weaknesses in software and IT hardware industries.
