The family business is a protagonist in the productive fabric, playing a fundamental role in creating jobs and wealth in localities. For its part, the cooperative offers the inhabitants of rural communities an opportunity to integrate the families into economic activities that allow them to generate income, in the case of the Sinaloa fisheries configured with the participation of the families of the fishing grounds, although they have managed to survive since the thirties, its growth and development has been limited and its transformation is necessary and for this strategy represents a tool for its change. The objective of the study was to analyze the formation of the strategy in the cooperative integrated by families who live in the rural community and whose central activity is fishing. It is a descriptive qualitative research that is based on the application of semistructured interviews to managers of cooperatives. The results indicate that the strategy arises from the mind of the manager who is a fisherman with limited cognitive abilities and restricted information, biased and considering his intuition; knowledgeable about fishing but not prepared to manage the organization. It is concluded that in the fishing cooperative strategies are formed informally, in the short term, from the capacities of their managers, without previous training for the development of the managerial position and the formation of strategies.
