Innovation of public services is possible in the environment of a new concept of government that is defined as the sum of interactions between cooperating actors from the public and private sectors solving social problems. The emphasis is on the citizens and on building a civil society For innovation in the public sector to be successful, there must be consistency between the character of the innovation and the environment where the innovation takes place. The innovation process requires legitimacy political sustainability, strong democratic values (and respect for the needs of the citizens. Innovation in the public sector is a social innovation that should bring economic value as well as legal and democratic values to the provision of public services. Social innovations represent a key component of current governmental reform agendas and this topic is very frequently discussed in the academic, but also professional world. Because of the very specific character of innovations, and because of their importance (for example innovations provide possibility for better quality of public services without significant costs increase, what is rather important today, in austerity times) there is a clear need for more primary research in this area.) stated that risk is conceptualised when entering the innovation process not only at the "development and implementation" stage but already at the prior stage of formulating the change ("invention stage"). It is here that uncertainty inevitably becomes part of the process. (fragment of text)
