Past foreign policy events often serve as analogies to guide analysts and decision makers as they address current situations. Governance failures provide a window through which analogies can be viewed, in order to parse key similarities and differences. Both analogies and governance failures can, and should, be used together to improve problem solving. Analogies often appear as quick and dirty, poor man's comparisons of events in the early stages of policy analysis. They are sometimes seen as a necessary evil (Neustadt and May, 1986). Sometimes they are seen simply as deleterious and damaging (Rose, 1993; Rose 2005). And at other times they are utilized to characterize contexts within which crises arise, rather than examining the crises as analogous to each other in a direct application of the technique (Kettl,2007). In any case the reality is inescapable, the use of analogies is here to stay. (fragment of text)
