Omówiono zagadnienie polityki handlowej oraz zwrócono uwagę na wykorzystanie narzędzi polityki handlowej, których realizacji może przyczynić się do wzrostu konkurencyjności polskich przedsiębiorstw i wyrobów na rynkach międzynarodowych.
The paper starts with pointing out both internal (mostly related to the economic transformation process) and external (mostly institutional ones, e.g. the Interim Agreement on gradual establishing the free trade zone between Poland and the EU for industrial commodities) circumstances and conditions of building up Poland's new trade policy. While discussing external institutional circumstances for country's trade policy, the author emphasizes the importance of tendency to be observed in the world trade of substituting classical trade protection measures for non-tariff ones; e.g. technical barriers linked with consumer safety, environmental protection etc. This tendency should be carefully monitored and taken into account in the process of making up the trade policy mix. The final conclusion of part one of the paper is the point of departure for its next part in which the author discusses the interdependencies between the dynamics of restructuring processes in the Polish economy and external institutional conditionings (WTO, EU, OECD) in shaping the trade policy mix. In particular, he analyzes the scope of potential use of tariff and non-tariff trade protection measures, as well as the use of those export promotion instruments which are permitted by the WTO and EU: subsidies, export credit, state insurance and guaranties for such credits and others. The final part of the paper deals with the issue whether or to what extent the measures of monetary policy may be used for promoting the country's exports and reduce its trade balance deficit.
