The Income Elasticity of Health Care Spending in European Countries

Abstrakty
Istnieje bardzo bogata literatura światowa analizująca związki pomiędzy wydatkami na zdrowie a dochodami per capita. Część badaczy jest zdania, że opieka zdrowotna jest dobrem luksusowym, gdy tymczasem inni uważają, że jest dobrem podstawowym. Wyniki zależą od doboru obiektów badawczych, metody i okresu badawczego. Celem artykułu jest zbadanie zależności pomiędzy wydatkami na ochronę zdrowia i dochodami per capita w krajach europejskich ze szczególnym uwzględnieniem krajów Europy Środkowo-Wschodniej. Próba badawcza obejmuje lata 1995-2012. Zastosowano modele panelowe. Wyniki badań nie określają jednoznacznie, czy opiekę zdrowotną należy traktować jako dobro podstawowe czy luksusowe. Badania wykazują wyraźny podział wśród państw europejskich. (abstrakt oryginalny)
There is a wide international literature which analyses the relationship between health care expenditure and income per capita. A group of researchers state that health care is a luxury good whereas the others treat it as a necessity one. The results depend on selection of units analysed, methods of research and the period taken to the analysis. The aim of the paper is to evaluate the relationship between health care expenditure and income per capita for European countries with the particular consideration of Central and Eastern Europe. The analysis covers the period 1995-2012 and is based on panel data models. The results do not determine explicitly whether health care should be treated as a necessity or luxury. The results also show the significant differences between European countries. (original abstract)
