Abstrakty

Zielony wzrost (green growth) to stosunkowo nowa koncepcja, która pojawiła się w dyskusji na forum międzynarodowym jako efekt narastających zagrożeń ekologicznych, ale także jako sposób na wyjście z kryzysu finansowego (2007 r.). Celem artykułu o charakterze przeglądowym i w pewnym stopniu polemicznym jest przedstawienie istoty koncepcji zielonego wzrostu, co w przekonaniu autora powinno zapoczątkować dyskusję na ten temat w Polsce. Rozważania rozpoczyna krytyczne ustosunkowanie się do polskiego tłumaczenia koncepcji green growth. Następnie przeanalizowano uwarunkowania, które zadecydowały o wzroście zainteresowania tą ideą. W kolejnej części przedstawiono przegląd definicji zielonego wzrostu oraz zaproponowano autorskie podejście do nowej koncepcji. Artykuł kończy prezentacja podstawowych założeń Strategii Zielonego Wzrostu, opracowanej na forum OECD, która powinna stanowić punkt wyjścia przy formułowaniu krajowych kierunków działań w tym zakresie. W artykule wykorzystano następujące metody: analizę literatury, metodę porównawczą oraz metodę dedukcyjną. Podstawowy wniosek, jaki nasuwa się na podstawie przeprowadzonych analiz, jest taki, że w warunkach światowego kryzysu gospodarczego oraz rosnących zagrożeń ekologicznych zielony wzrost wydaje się jedyną słuszną drogą pozwalającą na kompromis między powrotem na ścieżkę długookresowego wzrostu gospodarczego a poprawą jakości środowiska.(abstrakt oryginalny)

Green growth is a relatively new concept, which has appeared in the international discussion as a response to increasing environmental threats and also a potentially effective way to deal with the effects of the recent financial crisis (2007). The aim of the review and partially polemical article is to present the essence of the concept of green growth. This, in the author's opinion, should initiate a discussion of the issue at the national level. A critique of the Polish translation of the green growth concept begins the theoretical considerations. Next, factors which contributed to the increased interest in this concept are analyzed. The third section reviews definitions of green growth and proposes a new approach to the concept. Finally, the basic assumptions of the OECD Green Growth Strategy are presented, which should be the starting point for the formulation of national courses of action in this regard. The paper draws on literature review, comparative and deductive methods to conclude that in conditions the global economic crisis and growing environmental threats, green growth is the only viable compromise between resuming long-term economic growth and improving the quality of the natural environment.(original abstract)
