Kompetencje pracownicze od kilkudziesięciu lat znajdują się w sferze zainteresowania na różnych szczeblach: na poziomie makro (rządów państw i organizacji międzynarodowych, na przykład MOP , UE ), na poziomie mezo (instytucji krajowych i regionalnych, samorządu gospodarczego, szkół), na poziomie mikro (pracodawców oraz samych (potencjalnych) pracowników). The article presents connections within social policy between the policy of education and job market policy, whose common ground are competencies. In the times of globalisation and information society competencies are becoming more and more important for the whole economy, employers as well as workers. Thus, much attention is paid in international documents of the EU or the ILO. This study surveys selected definitions of competencies. For the needs of the study 76 general workers' competencies have been developed. Further, they have been divided into 8 clusters: communicative, teamwork, information society, technical-scientific, entrepreneurial, organisational, self-management and lifelong learning, and personal competencies. In the study both employers and workers were surveyed. The former were asked to evaluate the particular competencies' degree of relevance, whereas the latter were asked to self-evaluate the degree of possessed competencies. The results were achieved in the form of linguistic variables which show relevance of a competency or its level. The results were studied using the theory of fuzzy sets, by rendering the gathered opinions to triangular fuzzy numbers, on the basis of which average, at first fuzzy and after defuzzyfication - numerical competency indicators in workers were established. The indicators were unweighted and weighted (weights were obtained on the basis of the employers' opinions on the competencies' degree of relevance. The obtained aggregated, weighted fuzzy indicators were also presented in the form of the closest linguistic variables used in polles. The article concludes with a synthetic presentation of the results of the study. (original abstract)
