Romania has a significant agricultural potential but the necessary performance level is still not achieved. More than 77% of the produced milk is not collected and an important share of it is sold on the black market. High fragmentation of agricultural exploitations, farmers' inferior bargaining power and their reluctance to associate are the main problems Romanian dairy sector experiences. In the cow milk chain, the balance of power is clearly shifted towards milk processors and retailers. Associative forms of agricultural exploitations should be promoted to increase farmers' power in the chain. Also, state's implication for farmers' better access to private financing is important for dairy farms' development. (original abstract)
