Abstrakty

W lipcu 2013 roku rozpoczęły się rokowania w sprawie zawarcia między Unią Europejską a Stanami Zjednoczonymi Ameryki Umowy o transatlantyckim partnerstwie handlowym i inwestycyjnym (Transatlantic Trade and Investment Partnership - TTIP). Ocenia się, że liberalizacja handlu towarami rolnymi będzie stanowiła jeden z najbardziej wrażliwych tematów rokowań, ponieważ zarówno w Unii Europejskiej, jak i w Stanach Zjednoczonych rolnictwo pełni ważną funkcję w gospodarce i jest silnie chronione. W artykule zbadano wielkość i strukturę wzajemnych obrotów artykułami rolno-żywnościowymi. Punktem wyjścia badania była ogólna analiza pozycji obu partnerów na światowych rynkach rolnych. Z analizy wynika, że unijny eksport rolno- żywnościowy do USA był zdominowany przez handel napojami bezalkoholowymi i alkoholowymi. Taka struktura towarowa obrotów była w dużym stopni wynikiem stosowania przez obu partnerów transatlantyckich rozlicznych barier pozataryfowych (nie analizowanych w tym artykule). W konkluzji także stwierdzono, że jedną z głównych przyczyn stosunkowo niewielkich obrotów artykułami rolno-spożywczymi między UE a USA jest niewielka komplementarność gospodarek żywnościowych. In July 2013, there were initiated negotiations on the conclusion between the European Union and the United States of America of a Treaty on Transatlantic Trade and Investment Partnership, TTIP. It is estimated that liberalisation of trade in agricultural goods will be one of the most sensitive issues of negotiations as both in the European Union and the United States agriculture plays an important function in the economy and is strongly protected. In the article, the author surveyed the volume and structure of mutual turnover of food and agricultural goods. The starting point of the survey was an overall analysis of the position of both partners in the global agricultural markets. The analysis shows that the EU exports of food and agricultural goods to the USA were dominated by trade in soft and alcoholic beverages. Such a commodity structure of sales was, to a high degree, a result of the application by both transatlantic partners of various non-tariff barriers (not analysed in the article). In conclusion, the author stated that one of the main reasons for relatively low sales of food and agricultural goods between the EU and the USA was a low complementarity of food economies.
