This paper explores upon concerns regarding composite indexes, along with drawbacks of the European Innovation Scoreboard, which is an innovation measurement standard in the European Union. Advantages of non-parametric approaches to analyzing issues of innovativeness have been highlighted. This paper makes suggestions for further research in the area of crafting strategies for improvement of pro-innovative policies. (original abstract)
