Celem artykułu jest przedstawienie najważniejszych założeń i kierunków działań leżących u podstaw tworzenia regionalnej strategii społeczeństwa informacyjnego z uwzględnieniem obszaru e-administracji oraz zaprezentowanie wybranych wyników badań w tym zakresie. Materiał empiryczny został zebrany w oparciu o studium przypadku i dotyczy budowy strategii rozwoju społeczeństwa informacyjnego dla regionu śląskiego w Polsce. Wiele rozwiązań zaprezentowanych na łamach niniejszego opracowania jest wynikiem uczestnictwa autorek w pracach Zespołu Ekspertów ds. Strategii Rozwoju Społeczeństwa Informacyjnego dla województwa śląskiego oraz Zespołu ds. Monitoringu Realizacji Strategii. (fragment tekstu)
This article brings up issues concerning building the information society in a region and its objective is to present selected works connected with advancement and implementation of information society development strategy for the Silesian Region (Poland). The most important results of works referring to the strategy development for Silesia are presented in comparison with the idea of information society and its models as well as in the context of empirical experience. Moreover, the strategic objectives of information society development and directions of operations essential in order to attain the defined aims are demonstrated. Hence a particular attention is paid to the e-administration development as one of the foundations of the information society. The Electronic Communication System for Public Administration is shown, which allows the public administration offices in the Region to provide e-services and offers the inhabitants many facilities embracing the idea of information society. As believed by the Authors, the methodology outlined and the results obtained may prove helpful for other regions and public administration bodies interested in entering the path towards the information society.
