Abstrakty

Artykuł przedstawia różne rozwiązania instytucjonalne zarządzania obszarami metropolitalnymi w Europіе, mieszczące się w kategorii struktur dwuszczeblowych. Autorzy szczególną uwagę poświęcają rozwiązaniom stosowanym w Niemczech i Francji, choć odwołują się też do przykładów z innych krajów. Stosowane często w dyskusjach metropolitalnych opozycje (jak zmiany dobrowolne versus przymusowe lub twarde rozwiązania instytucjonalne versus miękka, oddolna współpraca) są w rzeczywistości nieostre. Zwykle mamy do czynienia z pośrednimi rozwiązaniami hybrydowymi. W warstwie teoretycznej autorzy wskazują na przejście od starego do nowego regionalizmu i towarzyszącą mu zmianę zakresu koordynacji metropolitalnej, omawiają także uwarunkowania przesądzające o wdrożeniu reformy oraz możliwości czerpania z doświadczeń osadzonych w odmiennych kontekstach. The article presents various two-tier institutional settings adopted for metropolitan coordination in Europe, concentrating on the preconditions for achieving satisfactory organizational structures. The authors especially focus on solutions adopted in German and French metropolitan are-as, although they also refer to examples from other countries. The frequent dichotomies in metropolitan discourse, such as voluntary versus compulsory settings, hard versus soft institutional settings and bottom-up cooperation, are actually diluted. These are usually hybrids of various approaches. At the theoretical level, the article refers to the move from the old to the new regionalism and its corresponding change in the scope of metropolitan coordination. It also discusses the conditions for implementing reforms and the ability to draw on experience embedded in different contexts. (original abstract)
