Rozbieżności stanowisk w sprawie subsydiowania rolnictwa pomiędzy głównymi uczestnikami światowego handlu rolnego okazały się jednak nie do przezwyciężenia, co ostatecznie doprowadziło do załamania rundy dohijskiej w lipcu 2006 r. Celem niniejszego artykułu jest przedstawienie głównych uregulowań dotyczących subsydiowania rolnictwa uwzględnionych na forum GATT/WTO, przeanalizowanie przebiegu rokowań dotyczących subsydiów rundy w Doha i wskazanie przyczyn ich fiaska. The long-term aim of the multilateral negotiations in the Doha round in regard to agricultural products was to create a market-oriented trade system in agriculture based on the principle of "fair" trade. In order to achieve this aim it was necessary to reach an agreement in regard to strengthening the rules on subsidies, a further reduction in customs duly on agricultural products, and a decrease in the scale of subsidies. A major challenge was to bring about a reduction in the use of subsidies regarded as causing the most distortion to trade. However, the subsidisation of agriculture proved to be one of the most controversial issues in the WTO's multilateral negotiations. Although it was possible to reach an agreement in regard to reducing export subsidies, the reduction of so-called internal support in agriculture remains a problem. Disagreements between the United States and the European Union over the scale and structure of subsidies led to the suspension of the Doha Round in July 2006. The suspension of negotiations undermines the credibility of the international trade system and makes it impossible to implement the agreements already reached (among others, in regard to export subsidies in agriculture as well as other sectors). For this reason, the parties should take action to enable the resumption of multilateral negotiations. (original abstract)
