Starano się odpowiedzieć na pytanie o podstawowe uwarunkowania systemowe mające związek z wysiłkami tworzenia wspólnej europejskiej polityki edukacyjnej, która nie tylko wpisałaby się w postępujący proces integracji, ale także mogłaby się stać jednym z jej instrumentów. Prześledzono zmiany występujące w relacjach między szkolnictwem wyższym i zarządzającą nim społecznością w zachodnich krajach UE przez odniesienie ich do postanowień deklaracji bolońskiej oraz zapoczątkowanego przez nią procesu.

In accordance with European Union law, education lies within the remit of individual member states’ policies. However, the attitude of supranational institutions of the European Communities and currently the European Union to this issue suggests a growing interest and clear attempts to subordinate this important area of social and national life to great control from Brussels. Since the Maastricht Treaty, we have observed a step-by-step process of bringing member states together to cooperate on the drawing up of teaching standards to enable comparability of qualifications and diplomas, and thus professional qualifications, on the common EU labour market. Various measures and programmes implemented by the European Commission and other Community institutions are meant to help achieve this aim. They are mainly addressed at students and teachers, who can, by participating in these programmes, gain qualifications in any EU country. The ultimate aim is to create a model of higher education across all member states that which will enable the free flow of students and scholars on the European educational market. The authors discuss the evolution of Community measures in this regard. (original abstract)
